摘 要

本科生毕业设计的主要目的是总结、整理并实践运用大学四年的学习成果。本次毕业设计的任务是，根据淮阴卫校1号实训楼工程的设计图纸，站在业主方立场编制项目管理方案及招标文件，并协助本工程毕业设计小组的其他成员完成工程量清单的编写、招标控制价及投标报价的编制。

通过这一环节，我们对工程招标文件的编制方法，以及工程项目管理的思路有一个更深的认识。提高我们对专业基础知识，包括投资经济的基本理论和知识；土木工程技术的知识；工程项目管理的方针、政策和法规；工程项目决策和全过程管理的基本能力；文献检索、资料查询的基本方法等的运用能力。在巩固已学知识的基础上进一步探讨学习新的专业知识，培养我们独立工作和解决实际问题的能力。

小论文部分所论述的内容则是毕业设计工作中遇到的值得探讨的有关问题，反映自己独立的思考，反映自己的心得体会。这不仅是对我们毕业设计工作的延伸，也可以训练我们学会思考问题、分析问题和解决问题的能力。本课题选取的小论文是关于业主方进度控制问题的探讨，面对像学校、奥运会场馆等需要在固定时间前竣工完成投入使用的工程，如何在项目进展的不同阶段，通过各种控制措施，满足紧迫的工期需求。

Abstract

The main purpose of undergraduate graduation design is to summarize, organize and practice using study results during the four years. The graduation design task is, according to design drawings of the No.1 training building project in Huaiyin Health Technology School, to make the project management plan and bidding documents from the perspective of the owner, and to help the other members to complete the writing of the bill of quantities, bidding price control and the preparation of tender offer.

Through all these work, we have a deeper understanding of compilation method of bidding documents, and ideas of project management. Also, it improves our professional knowledge, including basic theory of investment economic, knowledge of civil engineering, policies, laws and regulations of project management, the basic ability of project decision-making and whole process management and the basic ways of literature search and data query. We learn more new knowledge and cultivate our ability of working independently and solving practical problems, as well as consolidate the knowledge we have learned.

The paper discusses related problems which are worthy to be discussed during the graduation design. It reflects my own independent thinking and comments. This not only is an extension of the graduation design work for us, but also trains our ability of thinking, analyzing and solving problems. This topic of the essay is about progress control problem on the owner side. Facing projects such as school, Olympic venues which need to be completed before fixed deadline, we should use a variety of control measures during project progress at different stages to meet the pressure time demand.

前言

毕业设计是大学本科教育培养目标实现的重要阶段，是毕业前的综合学习阶段，是深化、拓宽、综合教学的重要过程，是对大学期间所学专业知识的全面总结。

本次毕业设计所选题目是：淮阴卫校1号实训楼工程业主方项目管理方案编制，该项目建筑面积为28448平方米，建筑主体为5层，采用框架结构。主要功能为卫校实验基地，内部主要为实验室、教室、办公和设备用房等。

毕业设计是一项工作量大、耗时长、内容复杂、需要协调与配合的项目。具体的工作任务可以分为以下几个部分：
