摘 要

改革开放四十多年来，中国经济发展发生了翻天覆地的变化，取得了举世瞩目的成就。尤其是长江三角洲地区，经济快速发展，综合实力和国际影响力不断提升。长三角已经成为中国经济最具有发展潜力的经济板块之一，也是国际公认的六大世界级城市群之一。加快推进长三角经济一体化进程，既是国内外社会环境的大势所趋，也是长三角自身发展的内在要求。2018年11月，国家主席习近平宣布将大力支持长江三角洲区域一体化发展，并将其上升为国家战略，着力落实新的发展理念，努力构建现代化经济体系，促进中国经济高速发展，完善中国改革开放空间布局。长三角经济一体化进程并非是一蹴而就的，经过几十年的努力，仍然是机遇与挑战并存。如何抓紧机遇、迎接挑战、解决问题、寻求突破、率先发展，不仅是长三角经济一体化高质量可持续发展的迫切要求，也是长三角城市群促进中国经济转型升级的必然选择。因此针对长三角经济一体化中存在的问题进行对策研究，具有重大的研究价值和现实意义。

本文首先对长三角一体化进程进行了历史背景和发展现状的分析，然后找出长三角经济一体化存在的问题，并依据事实合理分析原因。梳理产业、制度、市场、交通等各方面内容，研究它们对长三角经济一体化发展的影响，并为后续的对策研究提供参考。根据原因找方法，对症下药，本文将从中央机关、省市机构、企业公司等各角度进行对策研究，提出解决长三角经济一体化问题的建议。

Abstract

Over the past 40 years of reform and opening up, China's economic development has undergone tremendous changes and achieved remarkable achievements. Especially in the Yangtze River Delta region, the economy has developed rapidly, and the comprehensive strength and international influence have been continuously enhanced. The Yangtze River Delta has become one of the most potential economic sectors in China and one of the six world-class urban agglomerations internationally recognized. Accelerating the process of economic integration in the Yangtze River Delta is not only the general trend of the social environment at home and abroad, but also the inherent requirement of the development of the Yangtze River Delta itself. In November 2018, President Xi Jinping announced that he would strongly support the development of regional integration in the Yangtze River Delta and upgrade it into a national strategy, focus on implementing new development concepts, strive to build a modern economic system, promote the rapid development of China's economy, and improve the spatial layout of China's reform and opening up. The process of economic integration in the Yangtze River Delta is not achieved overnight. After decades of efforts, opportunities and challenges still coexist. How to seize opportunities, meet challenges, solve problems, seek breakthroughs and take the lead in development is not only an urgent requirement for high-quality sustainable development of economic integration in the Yangtze River Delta, but also an inevitable choice for the urban agglomeration of the Yangtze River Delta to promote China's economic transformation and upgrading. Therefore, it is of great research value and practical significance to study the countermeasures against the problems existing in the economic integration of the Yangtze River Delta.

Firstly, this paper makes an analysis of the historical background and development status of the integration process of the Yangtze River Delta, then finds out the problems existing in the economic integration of the Yangtze River Delta, and reasonably analyses the reasons according to the facts. This paper combs industry, system, market, transportation and other aspects, studies their impact on the economic integration development of the Yangtze River Delta, and provides reference for the follow-up countermeasures. According to the reasons, find the right way to cure the problem. This paper will study the countermeasures from the central authorities, provincial and municipal institutions, enterprises and companies, and put forward some suggestions to solve the problem of economic integration in the Yangtze River Delta.
