基于信息系统安全的经济政策分析

摘 要

随着互联网的广泛应用，信息的传播越来越广，信息全球化已经成为了发展趋势。信息系统的应用频率越来越高。我国目前大部分企业对信息安全的意识还比较淡薄，而且信息系统安全的经济政策分析这方面的问题目前国内很少有研究。本文结合国内和国外关于信息系统安全的研究，从信息系统的角度出发，研究了信息系统安全的相关问题以及对策，总结了国内外信息系统安全方面的相关政策，并对其经济政策进行了理论与实践的分析。在分析中，以国家政务信息系统整合共享的政策为例，结合这一政策，根据成本效益分析的步骤进行了相关性的分析，评估了其政策的可行性以及其可以减少的成本。最后本文从国家和企业两个方面入手，结合国家和企业当前的形势，分析了信息系统安全体系。本文分析了信息系统安全管理体系（ISMS）存在的获益点和目前一般企业运用的信息系统安全的体系和模型，最终关于信息系统安全的经济政策给出了相关的建议与结论。

Abstract

With the wide application of the Internet, the dissemination of information is more and more extensive, and information globalization has become a development trend. The application frequency of information system is increasing. At present, most enterprises in China have a weak awareness of information security, and the economic policy analysis of information system security is rarely studied in China. This paper combines the domestic and foreign information system security research, from the perspective of information system, studied the information system security related problems and countermeasures, summarized the domestic and foreign information system security related policies, and carried out theoretical and practical analysis of its economic policies. In the analysis, taking the policy of national government affairs information system integration and sharing as an example, the correlation analysis is conducted according to the steps of cost-benefit analysis, and the feasibility of its policy and the cost reduction can be evaluated. At the end of the paper from the state and the enterprise two aspects, combined with the national and enterprise current situation, analyzes the information system security system, information system are analyzed and safety management system (ISMS) benefit point and the general system and model of enterprise use of information system security, eventually about information system security economic policy Suggestions and conclusion are given.

• 1. 研究背景及问题的提出

随着信息全球化的发展，互联网的广泛运用很大程度的推动了社会的前进与发展。伴随着组织向客户提供对信息系统的无处不在的访问，以及安全威胁的频率和复杂性的不断增长，提供安全性的需求变得更加重要。在对计算机信息系统进行应用的过程中，随着人们对互联网的依赖越来越大，很多人在互联网上存储了大量的个人信息以及一些重要的信息、文件。同时，在全球信息化的今天，信息资产也早已经成为了企业、组织发展经济的一个重要因素。信息系统应用频率的增多，信息系统安全的问题就随之而来，2018年，一种勒索病毒入侵到了台湾积体电路制造股份有限公司，致其经济损失了17.4亿元人民币，这一损失的巨大说明了信息系统的安全与社会经济的发展密切相关。入侵、破坏信息系统的事件每天都在发生，技术的进步也使得病毒、攻击变得更加复杂、严峻，这些都表明了信息系统的安全性问题需要受到足够的重视，否则会威胁到企业甚至国家的经济安全问题。

习近平主席在网络安全和信息化工作会议上强调到，目前互联网的安全是至关重要的，我们应该充分发挥出信息对经济发展的带头作用，维护互联网的安全、加强网络强国的建设、加强对信息系统安全的传播与引起群众足够的重视是我国抓住信息化发展的历史机遇。根据习总书记的讲话可以充分看出，网络安全已上升到国家战略，这既表示了国家对信息系统安全的重视，也表明信息系统安全在经济建设中起了很大的作用，因此，关于信息系统的安全相关政策正在逐渐增多。
