摘 要

物流运输行业在数年的高速增长后，近年增速放缓市场趋近于饱和。公路运输市场准入门槛低的特点导致市场整体“散、乱、小、差”，对物流服务商竞争力提出更高的要求。L公司创立于2004年，以公路整车运输为主营业务，业务发展迅速，成为地区领先的物流服务供应商。为保持优势与核心竞争力，提升物流资源利用率，公司向第四方物流运营模式转型，探索公路运输无车承运人模式。

本文围绕L公司订单管理和运力控制业务流程优化展开研究，从介绍L公司的背景以及业务运营流程现状开始。研究发现当前订单管理和运力控制流程两个关键业务流程问题突出，综合运用流程图分析、流程诊断表、鱼骨图等工具和方法对流程进行诊断分析，总结当前运营体系中存在的问题，分析问题产生的原因。然后针对存在的问题，提出流程优化的目标和原则，采用ESIA方法，对订单管理和运力控制流程进行了优化改进，并参考SCOR供应链运作参考模型再造物流计划流程,。本文的研究内容和结果对于L公司业务水平的提升起到了积极的促进作用，同时也对类似的企业问题有一定的借鉴意义。

Abstract

After several years of rapid growth, logistics and transportation market has reached the point of saturation. The low barriers to enter the road transport market led to a “scattered, chaotic, small and poor” market , placing greater requirements on the competitiveness of logistics service providers. L company was founded in 2004, with the main business of road vehicle transportation, and its business has developed rapidly in the past years. It has become a leading logistics service provider in the region. In order to maintain its advantages and core competitiveness, and improve the utilization of logistics resources, the company has transformed its operations model into a fourth-party logistics model and explored the model of a vehicle-free carrier for road transport.

This paper focuses on the optimization research on L company's order management and transportation capacity control business process. First, introduction is made about the background and business operation status of L company. Then the paper analyzes and diagnoses the two key business processes of the order management and capacity control processes, comprehensively using the analysis tools and methods such as flow chart analysis, process diagnosis chart, and fishbone diagram. After summarizing the problems in the current operations and the causes of the problems, this paper proposes the objectives and principles of process optimization aiming at the existing problems. The optimization part includes using the ESIA method and the SCOR supply chain operation reference model to optimize and improve the order management and transportation capacity control process, and to reengineer the logistics planning process. The content of research and results of this paper have played a positive role in promoting the company's business level, and they also has certain reference value for similar corporate issues.

第一章 绪论

1.1研究背景与意义

自从人类开始经济活动，伴随着商品交易，必然会出现物资的物理性流动，但是此时人们对物流还未形成系统的认知。随着社会经济发展，物流的重要性也愈加体现，人们也不断深化对物流的认知与研究；为满足不同经济活动的需求，物流本身的概念与内涵也在发展进化，不断被赋予新的内容。

从运营模式变革发展上来看物流，传统的物流运营模式常为自营性质，即物流服务需求企业自行构建配送、仓储以及运输等功能，满足自身物流需求，这就是常说的第一、第二方物流。具体而言，第一方物流指的是为满足采购生产需要，下游需求方独立运用自身物流能力，将货物从供应方自行运回的物流活动；相对的，第二方物流则指的是供应方具备自建物流能力，将产品主动运输到客户处。从供应链整体上看，第一、第二方物流独立存在于供应链中单个实体中，由供需双方按照约定独立完成产品的一系列物流活动，同其他部分联结性较低。
