摘要

公共项目在提升公民生活质量，促进地区经济发展方面发挥着重要作用。近年来，我国政府和民间对公共项目的投资力度不断增加，公共项目也在中国的经济、社会发展中扮演着越来越重要的角色。公共项目利益相关者复杂，给项目各阶段的管理带来了挑战和不确定性。只有主要利益相关者满意、众多利益相关者需求达到平衡时项目才能稳步开展。如何在公共项目的目标决策阶段平衡各方利益相关者的利益需求，合理地建立项目目标体系就成为了一个必须要解决的问题。

首先，本文基于利益相关者理论，对公共项目的利益相关者需求进行了识别和归纳。其后，又结合已有的项目目标体系结构研究成果，对公共项目的目标体系进行了分解。最后，本文使用“利益相关者-目标”矩阵将利益相关者分析和项目目标体系两者建立了直观的联系，并以此为依据为公共项目目标体系目标值的设置提供建议。该成果能够帮助管理者在目标决策阶段全面考虑各方利益相关者需求，促成项目成功。

Abstract

Public projects play an important role in improving the quality of life of citizens and promoting regional economic development. In recent years, Chinese government and private investment in public projects have been increasing, and public projects have also played an increasingly important role in China's economic and social development. The complexity of stakeholders in public projects has brought challenges and uncertainties to the management of each stage of the project. The project can only be carried out steadily when the main stakeholders are satisfied and the needs of many stakeholders reach a balance. How to balance the interest needs of all stakeholders in the target decision-making stage of public projects and reasonably establish the project target system has become a problem that must be solved.

First, based on the theory of stakeholders, this paper identifies and summarizes the stakeholders' needs of public projects. Then, combined with the existing project target architecture research results, the target system of public projects was decomposed. Finally, this paper uses the “stakeholder-target” matrix to establish an intuitive link between the stakeholder analysis and the project target system, and based on this as a basis to provide suggestions for setting the target value of the public project target system. The results can help managers to fully consider the needs of all stakeholders in the target decision-making stage, and contribute to the success of the project.
