摘 要

在许多发达国家纷纷提出再工业化战略的时期，中国正处于完成工业化的路上，与发达国家的工业化进程还有很大的差距，且正在实施供给侧改革政策。本文主要是通过对比分析的方法，通过分析德国、美国等发达国家的再工业化战略，实行这些战略的原因和准备或者已经采取的措施，与中国进行对比，从而知道中国对于这些战略应当采取什么样的态度，从这些战略中又能得到什么。再结合中国目前的实际情况，分析中国实行供给侧改革的必要性和为实行供给侧改革的大体方向做出建议，然后结合供给侧改革的要求，讨论中国深化工业化道路应该做出何种改变，或者说应该把重点放在什么地方。

得出的结论是，首先，要清除工业中的产能过剩企业，使得资源利用效率更高。其次，在深化工业化过程中，政府要做好表率，带头实施国企改革，进而促进整个社会的改革。第三，要把重心放在中高端产品的生产上，要注重创新方面的研究与产权的保护。最后，要合理的配置劳动力资源，使得不同种类的劳动力位于合适的岗位。

Abstract

In many developed countries have proposed a reorganization strategy period, China is on the road to industrialization, and developed countries, the process of industrialization is still a big gap, and is implementing the supply side of the reform policy. This paper mainly through the comparative analysis of the method, by analyzing Germany, the United States and other developed countries, re-industrialization strategy, the implementation of these strategies and the reasons for the preparation or have taken measures to compare with China, so as to know what China should take for these strategies Attitude, from these strategies can get what. Combined with China's current actual situation, the analysis of China's supply-side reform and the need for the implementation of the supply side of the general direction of reform to make recommendations, and then combined with the requirements of supply-side reform to discuss China's deepening industrialization should be made what kind of change, Or that should focus on what place.

The conclusion is that, first of all, to clear the excess capacity of enterprises in the industry, making the use of resources more efficient. Secondly, in the process of deepening industrialization, the government should take an example, take the lead in the implementation of state-owned enterprise reform, and thus promote the reform of society as a whole. Third, we should focus on the production of high-end products, we should focus on innovation and research and property rights protection.
