重化工业转型升级绩效评价研究——以江苏省为例

摘 要

如今社会，新旧交替，工业作为存在已久的第二产业，整个发展过程已经迈入重工业化发展阶段。然而，整体的工业发展结构却存在着明显的差异与不平衡。绩效评估可以使重化工业企业发现自身的优势和劣势，从而切实解决问题。因此，可以依据供给侧结构性改革的思想框架，结合江苏省实际情况构建绩效评价体系。

本研究以江苏省近几年工业经济为对象，首先梳理工业在供给侧结构性改革背景下的发展情况以及相关研究进展，结合江苏工业经济发展的现阶段特征，以因子分析方法提出并构建经营效益、创新驱动、绿色发展三个一级指标和六个二级指标的绩效评价体系，对重化工业转型期间的绩效进行综合的评价，使用SPSS软件对数据进行主成份分析，得出各个指标的关系及影响程度，并提出下一阶段重化工业转型的方法及注重点。

本研究通过数据统计和分析，得出经营效益、创新驱动、绿色发展对于重化工业转型的影响程度，发现现阶段重化工业转型虽初具成效，但还有进步和发展的空间。本研究根据国内外转型先例，总结相关经验，结合江苏省重化工业发展情况。提出相应可以进行改进的可行建议及对策，从而促进重化工业积极转型，向新型工业化进阶。

Research on Performance Evaluation of Structural Transformation and Upgrading of Heavy Chemical Industry:

Take Jiangsu Province for Example

Abstract

In today's society, the new and the old are replaced by the new. As the secondary industry, it has existed for a long-term. Nowadays, the whole heavy industry’s developing progress has step into a new stage. However, the overall structure of industrial development is obviously different and unbalanced. Performance evaluation can enable heavy chemical enterprises to find their own advantages and disadvantages, so as to effectively solve the problem. Therefore, the performance evaluation system can be constructed according to the ideological framework of supply-side structural reform and the actual situation of Jiangsu province.

This study focuses on industrial economy in recent years, Jiangsu province as the object, the first comb industry on the supply side structural reform under the setting of evolution. Then incorporated with research consequence, integrated with the feature of Jiangsu industry at this stage of economic development, in the performance evaluation system, put forward by factor analysis method and constructing the management benefit, innovation drive, green development three first-class index and six second-class targets. During the period of transformation of all-sided assessment, the performance of heavy chemical industry, selecting Principal-component-analysis for data, SPSS software for analyze. So that, each indicator of the incidences and relationship can be discovered. Look into the distance, we will get attention points for the next stage of heavy industry transformation method.

This study contains the impact degree of operating-efficiency according data statistics and analysis, innovation-driven and green development on the transformation of heavy chemical industry. Although, it finds that the translation of heavy chemical industry has achieved initial results. In the future, there is still development space. Based on the domestic and foreign transition precedents, this study summarizes the relevant experience and combines the development of heavy chemical industry in Jiangsu province. Lots of feasible advises and countermeasures are came up with accelerating the change of heavy chemical industry to new industrialization.
