中小型企业物流外包风险及其规避对策研究——以A公司为例

摘 要

在我国，中小企业为了适应时代的发展，衍生出分工协作的运作模式，企业会把有限的资源用在自己比较好的领域，把不好的领域让给比自己更专业的公司，这样，他们可以节省成本，同时赚取更多的利润。而传统的物流服务业务的外包,就是由于制造企业或者是销售等企业集中自身的资源,以及节省管理成本而发展起来的。然而，企业也将面临业务外包的风险。如果企业不能控制外包业务的存在风险，也将面临重大损失。因此，外包是一把双刃剑。但是如何运用好这一业务,把控其中的风险,让企业获得收益得到发展就成为物流专业人士所追求的。

本文从物流外包理论入手，分析了A公司物流外包的发展和现状，运用德尔菲法对A公司物流外包风险进行了识别。通过对A公司物流外包风险的识别，得出A司物流外包存在四种隐性风险，即物流业务风险、合同风险、内部结构变动风险和信息风险。本文主要运用模糊综合分析法对已识别的四大风险进行科学的量化，其中包括建立了风险评估的模糊指标、对风险的指标进行赋值、并列出风险矩阵然后对风险进行综合评价。最后提出依据风险规避的总原则，针对已识别出的物流业务外包风险提出相应的规避对策，并将其运用在物流外包业务的实践过程中。让A公司制造业务外包活动得以持续有效地运行。

Research on Logistics Outsourcing Risk of Small And Medium Sized Enterprises And Its Countermeasures -- Taking A Company as An Example

Abstract

I In our country, in order to adapt to the development of the times, small and medium-sized enterprises derive the operation mode of division of labor and cooperation. Enterprises will use their limited resources in their better fields and give their bad fields to more professional companies. In this way, they can save costs and earn more profits. The traditional logistics service outsourcing is developed because manufacturing enterprises or sales enterprises concentrate their own resources and save management costs. However, enterprises will also face the risk of outsourcing. If enterprises cannot control the risks of outsourcing business, they will also face heavy losses. Therefore, outsourcing is a double-edged sword. But how to make good use of this business, control the risk, let the enterprise gain income and development has become the pursuit of logistics professionals.

Starting from the theory of logistics outsourcing, this paper analyzes the development and current situation of a company's logistics outsourcing and uses Delphi method to identify the risks of a company's logistics outsourcing. Through the identification of logistics outsourcing risk of company A, it is concluded that there are four kinds of hidden risks in logistics outsourcing of company a, namely logistics business risk, contract risk, internal structure change risk and information risk. This paper mainly uses the fuzzy comprehensive analysis method to scientifically quantify the four identified risks, including the establishment of the fuzzy index of risk assessment, the assignment of the risk index, the listing of the risk matrix, and the comprehensive evaluation of the risk. Finally, according to the general principles of risk aversion, the paper puts forward corresponding countermeasures for the identified risks of logistics outsourcing and applies them in the practice of logistics outsourcing. Let a company manufacturing outsourcing activities to continue to operate effectively.

1.1 研究背景

企业将自身有限的人力和资源全部投入给了到自己最为擅长的领域,以获取竞争优势,将自己非核心的业务交给专业的公司。其中物流业务外包是指企业将非核心的物流业务(运输、储备、配送等环节)以外包的形式外包给第三方物流服务商。从此以后这种经营模式就变成了一种具有长远和战略意义的互惠、共赢运营。再加上我国最近几年以来,物流服务外包这一项主要业务在各个行业中都已有迅速的拓展,物流服务外包便已经成为了一种全新的应用和流行。在我国物流服务外包业务快速发展的这段黄金时期里,有企业通过这一业务迅速发展的,但同时也会给企业带来风险的。物流外包是一把双刃剑,但是如何运用好这一业务,把控其中的风险,让企业获得收益得到发展就成为物流专业人士所追求的。在中国的中小型企业发展迅猛并且数量多比重大,慢慢的遍布各行各业,对国民市场经济影响重大。中小型企业在中国还是经济发展的主力军,是我国重要的经济群体。就我国目前的经济形势而言,中小型企业想要更好的发展那就必须要运用好物流外包这一项业务。中小型的企业大多正在进行一个探索与扩张时期,在企业日常管理与经营中容易遭遇物流服务能力的局限,并且由于缺少灵活与成长的物流服务体系以及技术手段来支撑企业日常运作与其他业务发展需求。中小型的企业把物流等一些辅助功能外包给了物流公司,物流外包的业务可以让中小型的企业大大提高了物流配送运输的效率,并且在提高效率的同时降低物流成本。这样就能够聚焦于企业所拥有的有限资源去建立其核心的竞争力。选取合适的第三方物流服务商与其开展合作,对于中小微型企业来说至关重要。本文以中小型企业A公司为研究对象,通过模糊综合评价法分析中小型制造企业将业务进行物流外包时所存在的风险,有效地规避和降低其中的风险,让中小型制造业稳定持续的发展运营,这是必然要面对和解决的问题。也是所有中小型制造业所要面对的新挑战。

1.2 研究目的及意义

综上所述，中小型企业探寻“第三方利润源”的驱使下，物流外包服务行业蓬勃发展，步入发展的黄金期。物流业务外包成为中小型企业公司的必然选择。通过一系列的分析和研究中小型企业物流外包业务存在风险，并做出相应的规避措施进而有效的降低和管理风险，让中小型企业公司在转型和变革的过程中有更多的选择，也增加企业持续稳定发展和长久生存的可能性，是本文研究的主要目的。
