摘 要
我国现代化城市化的步伐越来越快,上海市作为我国最先进国际化大都市,即使在限购限行的政策下,机动车保有量依旧在逐年提高,并且增长率也是居高不下。徐汇区作为上海市的发展大区,社会结构为城乡二元体制,属于典型的城乡结合部地区。随着城市化进程的加速,徐汇区的私人小汽车数量快速增长,但是居住区停车位的配建不足导致了徐汇区的停车供需矛盾逐步增加,供需矛盾突出。另外,徐汇区的停车难问题还有着明显的结构性矛盾:居住区特别是老旧小区停车难问题突出。为有效缓解徐汇区停车难的问题,需要进一步综合施策、标本兼治、循序渐进,坚决做到"不欠新帐,多还老帐",本着“拓展增量、盘活存量、优化管理”的原则,采取行政、经济和法律等多种手段和综合措施,缓解日益严重的停车难问题,并为徐汇区停车长远发展奠定坚实的基础。
由于目前的城市停车政策并不完善,仍有许多问题与停车管理和相关设施规划工作,本文基于研究和分析,重点关注以下问题:(1)提供相关的实用调查材料,规划,建设,执法,行业管理和运营等,进一步澄清和加强政府有关的功能部门的停车管理责任,促进停车管理管理,社会化,与市场有关的道路,形成长期管理机制“政府领导” ,部门联系,社会参与“(2)努力使政府能够专注于公共停车设施的建设和管理,增加投资,努力促进城市停车管理工作的效率,实现密集管理,缓解城市停车场困难; (3)改善公共停车意识正确误解并鼓励良好的停车习惯; (4)提高设计师的注意力,优化规划,建筑和场地设计,改善停车设施,提高利用效率; (5)新型停车模式,设施开发和应用。

Study on countermeasures and coordination mechanism of urban parking comprehensive control
Abstract
The pace of China's modernization and urbanization is faster and faster. As the most advanced international metropolis in China, Shanghai's motor vehicle ownership is still increasing year by year, and the growth rate is still high, even under the policy of limited purchase and limited travel. Xuhui District, as the development area of Shanghai, has a dual social structure of urban and rural areas, which is a typical urban-rural fringe area. With the acceleration of urbanization, the number of private cars in Xuhui District is growing rapidly. However, the shortage of parking space in residential area leads to the increasing contradiction between supply and demand of parking space in Xuhui District. In addition, there are obvious structural contradictions in the parking problem of Xuhui District: the parking problem is prominent in residential areas, especially in old residential areas. In order to effectively alleviate the parking problem in Xuhui District, it is necessary to further implement comprehensive policies, treat both the symptoms and the root causes, and step by step. We should resolutely "pay back the old accounts more than the new ones". In line with the principle of "expanding the increment, revitalizing the stock, and optimizing the management", we should take administrative, economic, legal and other means and comprehensive measures to alleviate the increasingly serious parking problem, And lay a solid foundation for the long-term development of parking in Xuhui District.
As the current urban parking policy is not perfect, there are still many problems related to parking management and related facilities planning. Based on research and analysis, this paper focuses on the following issues: (1) provide relevant practical investigation materials, planning, construction, law enforcement, industry management and operation, further clarify and strengthen the parking management responsibilities of relevant functional departments of the government, (2) efforts should be made to enable the government to focus on the construction and management of public parking facilities, increase investment, strive to promote the efficiency of urban parking management, realize intensive management, and alleviate the difficulties of urban parking lots( 3) Improve public parking awareness, correct misunderstanding and encourage good parking habits( 4) Improve the attention of designers, optimize planning, building and site design, improve parking facilities, improve utilization efficiency( 5) Development and application of new parking mode and facilities.
