摘 要

本次毕业设计的选题为招标控制价文件编制，选择的工程项目位于江苏软件园紫金（吉山）科技创业特区滨湖东路东侧，项目名称为中国电信（南京）吉山数据中心三期4#机楼。本工程为腾讯定制IDC机房，共8层楼，其中地上7层，地下1层。总用地面积66665.8平方米，总建筑面积40794.61平方米，其中4#机楼建筑面积为20850.01平方米。建筑高度44.7米，建筑结构为框架结构，建筑设计使用年限为50年。建筑类别为一类高层数据中心，地上地下耐火等级均为一级，结构安全等级一级，绿色数据中心建筑二星级。

选择此课题意义在于通过建立模型及广联达土建算量，钢筋算量，计量计价等软件的操作，对当前招标过程以及招标控制价的编制进行分析，通过应用BIM技术来提高设计文件本身的质量。结合应用BIM模型与广联达造价软件得出的数据，快速精确地编制招标控制价文件，从而使得建设单位能有效掌握项目的成本信息，并以此为依据进行公平公正的评标，选择合适的中标人，并顺利完成招标。

Compilation of tender control price documents for the building of Jishan data center based on BIM

Abstract

The topic of this graduation project is the preparation of tender control price documents. The project is located in Jiangsu Software Park Zijin (Jishan) Science and Technology Venture Zone,east side of Binhu East Road, The project name is China Telecom (Nanjing) Jishan data center 3 phase 4# machine building.This project is an IDC machine room, a total of 8 floors, including 7 floors above ground and 1 underground. The total land area is 66665.8 square meters and the total building area is 40794.61 sq. The building area of the 4# machine building is 20850.01 sq. The building height is 44.7 m. The building construction is frame structure, the building design life is 50 years. The building category is a kind of high-rise data center, the above ground and underground fire resistance grade are all grade one, the structure safety grade one, the green data center building two stars.

The significance of choosing this topic is to analyze the current bidding process and the compilation of tender control price through the establishment of model and the operation of software such as civil engineering calculation, steel bar calculation, measurement and valuation to analysis of the current bidding process and the preparation of tender control price, through the application of BIM technology to improve the quality of the design documents themselves. Combined with the data obtained from the application of BIM model and Glodon software, the tender control price documents are compiled quickly and accurately, so that the construction unit can effectively grasp the cost information of the project, and based on this, it can carry out fair and fair bid evaluation, select the appropriate winning bidder, and successfully complete the bidding.

编制依据

招标控制价即招标人根据国家或省级、行业建设主管部门颁发的有关计价依据和办法，以及拟定的招标文件和招标工程量清单，结合工程具体情况编制的招标工程的最高投标限价，又称为拦标价。从这个概念当中，我们可以看出，招标控制价在建筑市场当中有着重要的作用，它是衡量和评审投标人的报价是否合理的重要依据。[1]

招标控制价通常由招标人或招标人委托的造价咨询机构编制，本着公平公正公开、遵循社会平均水平的原则。主要编制依据为建设工程工程量清单计价规范、工程项目的建筑施工图纸、设计文件及相关资料、招标文件中的相关要求、市场可参照的人材机价格以及工程项目所在地相应的规费、税金等。
