基于风险管理理论的城市轨道交通运营安全研究

摘 要

城市轨道交通近年来发展迅速，作为城市公共交通的骨干，由于它的高效率、全天候、无污染等优点受到越来越多出行者的青睐。但是伴随着的是大量城市轨道交通运营事故的发生，严重威胁到人们的生命财产安全。

本文从风险管理理论出发，首先讨论了轨道交通运营特征及风险管理的基本内容，将风险管理与轨道交通运营安全管理相结合，简述了风险管理的基本流程与方法。探讨了风险管理理论在城市轨道交通运营安全中的具体应用，包括城市轨道交通运营安全影响因素的识别、评估与控制。

利用数据统计方法调查分析了城市轨道交通运营安全事故的历史数据，找出影响轨道运营安全的风险因素，包括人员、设备、管理、环境这四个主要因素，并建立了风险因素库。在风险因素库的基础上利用LEC评价法评价了各风险因素的风险等级。运用LEC评价法的主要原因是LEC评价法操作简单、实用，且属于半定量式的评价方法，对事故数据研究的准确性较定性评价法高又不像其他的定量评价法那样操作复杂。

最后，在评价结果的基础上，针对不同的风险事件及风险因素提出了实用可靠的风险控制方案。并且仍从人员、设备、管理等方面分析并提出了有效的安全管理方法和措施。本文在文章最后主要是对地铁火灾的应对提出了应急预案及应急处置方案。

Study on the safety of urban rail transit operation based on risk management theory

Abstract

Urban rail transit has developed rapidly in recent years, as the backbone of urban public transport, because of its high efficiency, all weather, no pollution and other advantages are more and more popular. But with the occurrence of a large number of urban rail transit operations, a serious threat to people"s lives and property safety.

Based on risk management theory, this paper first discusses the rail transit operation characteristic and the basic content of risk management, the combination of risk management and safety in rail transit operation management, and expounds the risk management process and methods.Discussion on the application of specific risk management theory in Urban Rail Transit operating security, including the identification of urban rail transit operation safety factors, evaluation and control

By using the statistical method to analysis the data of urban rail transit operation safety accident of history data,find out the risk factors which influence the safety of rail operations, including personnel, equipment, management and environment of the four main factors, and the establishment of the database of risk factors.On the basis of risk factor database, the risk level of each risk factor is evaluated by the LEC method.Using LEC evaluation method of the main reason is the LEC evaluation method of operation is simple, practical, and belongs to the semi quantitative evaluation method,the accuracy of the research on accident data is higher than the qualitative evaluation method and not as complex as other quantitative evaluation method.

Finally, on the basis of the evaluation results, for different risk events and risk factors put forward practical and reliable risk control program.And still it is analyzed and proposed effective safety management methods and measures from the personnel, equipment, management and other aspects.At the end of this paper, the paper puts forward the emergency plan and emergency response plan for the subway fire.
