摘 要

自20世纪80年代开始，在国际贸易中，发展中国家扮演的角色越来越重要。西方国家对本国市场相当重视，为了不断降低发展中国家出口商品影响，对发展中国家的劳工环境与劳工条件越来越不满。所谓“蓝色条款”即社会责任标准以及针对进出口商品设置的劳工标准；在SA8000标准商品范围内的即是“蓝色商品”；彰显与融入SA8000企业社会责任原则的贸易制度即“蓝色贸易制度”；“蓝色壁垒”形成是在技术壁垒之后，对于国内出口企业来讲是新的壁垒，SA8000标准是“蓝色壁垒”的核心。

本文以蓝色贸易壁垒为研究背景，首先分析了蓝色贸易壁垒由来、特点、原因，发现蓝色贸易壁垒的存在既有积极影响，又有消极影响；其次具体分析这些影响，积极影响是使企业持续发展、调节劳资关系，消极影响是削弱优势、增大就业压力；最后提出对蓝色贸易壁垒的对策，包括对政府和企业自身的建议。对政府的建议有及时调整和优化出口产品结构，鼓励企业积极接受SA8000的标准认证。对企业自身的建议有激发企业竞争活力，实施名牌战略。

Opportunities and Challenges Brought by the Blue Trade Barrier

Abstract

Since the 1980s to date, developing countries are playing an increasingly important role in international trade.Western countries think highly of their markets, in order to reduce developing countries’ goods influence, developed countries set restrict environmental and labor conditions for developing countries’ enterprises. The so-called "blue" clause is that social responsibility standards and import and export commodities standards; Within the scope of SA8000 standard goods is called "blue goods"; Enterprises which manifest and enrolled into society responsibility principle of trading system are "blue trade system"; "Blue barrier" slowly formed after the technical barriers, for domestic export trade, it is a new barrier, SA8000 standard is the core of the "blue barriers".

This paper is based on the background of blue trade barriers.Firstly, it has studied the origin , features and causes of the blue barriers. It has found blue trade barriers have both positive and negative impacts. Secondly, it has analyzed these effects, the positive impacts are that it makes enterprises development sustainable and adjust the relationship between labor and capital,the negative impacts are that decrease advantages and increase the pressure of employment. Finally, it has put forward some suggestions on blue trade barriers,including recommendations for the government and the enterprises themselves. This paper has suggested that the government should adjust and optimize the structure of export products to encourage enterprises to actively accept the SA8000 standard certification. The enterprises should stimulate the vitality of themselves and implement famous brand strategy.

第一章 绪论

1.1 研究背景和意义

经济全球化愈是发展，各国贸易依存度愈是增加。蓝色贸易壁垒，别名社会壁垒，是一种旨在维护蓝领阶层贸易保护措施，即工人阶级的权利权益。作为一种新生代的贸易壁垒，俨然成为限制发展中国家劳动密集型产品出口的有力武器。国外，学者大都支持蓝色贸易壁垒，有的认为其有助于发展中国家劳动法律法规的完善，有的认为其使企业得到客观公正的评价；国内，有的认为蓝色贸易壁垒大大减少了我国产品出口，有的认为其提高了发达国家市场准入标准。

所以，通过对蓝色贸易壁垒的起源发展研究，设计出符合国情的“中国特色”壁垒应对机制，对帮助我国中小企业跨越障碍、促进企业持续健康发展以及产业结构的优化升级，意义重大、影响深远。

1.2 研究思路和内容

本课题所采用的研究分析方法即实际案例数据与理论分析相结合方法。从理论分析来讲，本文重点以李嘉图的比较优势理论为依据，表明了现实与理论基础的分离，应用国际贸易理论以及经济学理论探讨蓝色壁垒所起的作用。对于具体例子，本文针对蓝色贸易壁垒所面临的前景与难题展开分析，并且与我国的实际案例相融合，对挑战与机遇展开深层次的剖析。
