Abstract:The thunder disaster is one of the most serious meteorological disasters in today's society. The annual losses caused by it are countless. With the widespread use of computers and other equipment, many buildings have a certain degree of lightning hazard and need to pass proper lightning protection measures.The office building of Changyi Township Government is located in a lightning-prone area, where there are more sensitive equipment.The paper speculates potential damages from lightning through the analysis of the field survey results of the Changyi Township Government office building.Based on relevant standards and actual conditions, an effective lightning protection plan for the office building is designed, including external lightning protection and internal lightning protection, and corresponding construction instructions are given at the same time.It is writen to organize design ideas and summarize problems and shortcomings in this design.

1引言
雷电灾害一直以来都受到人们的广泛关注,因此对雷电的研究很早就进入到科学的视野。从富兰克林通过“风筝实验”发明避雷针到现如今各种防雷产品的普及,从对建筑物只是作简单的外部防雷措施到现在精细到包含各种内部设备的综合防雷设计,雷电防护取得了重要进展。此外,很多学者对建筑物各个方面的雷电防护进行了研究,涵盖直击雷(Cristina,1989)、感应雷(Paolone等,2009)以及雷电过电压对电气系统的影响(Zischank等,2006)等。国外对建筑物的防雷研究主要依据国际电工委员会(IEC)颁布的《建筑防雷标准》(IEC61312)。
随着科技的进步,高层建筑物越来越密集,伴之以更频繁、更严重的雷击事故不断发生,每年因此造成的经济损失及人员伤亡越发引起广泛关注。办公楼作为众多企业、工厂以及政府部门等信息处理的核心建筑。由于高层办公楼离地高度越来越高,还有很多属于独立建筑物,遭受雷击时若没有合适的综合防雷设施和相关防雷设计,则很可能发生建筑物损坏甚至引起内部电子电信设备运行不正常,从而影响整体办公效率,带来不可预估的损失。
