Abstract：Ecological damage assessment and compensation are currently one of the hot issues in China. With the constant attention paid to ecological environmental damage assessment and compensation in China, how to assess and compensate the ecological environment damage in desertification areas is one of the urgent problems that need to be solved. . However, domestic studies on the evaluation of ecological damage to desertification areas and the compensation model still have great deficiencies, and there is no convincing damage assessment and compensation plan. Therefore, in order to solve the outstanding problems of desertification in the Tarim River Basin, it is particularly important to explore the ecological damage assessment and compensation model in the desertification area of the Tarim River. This paper analyzes the damage of the desertification area in the Tarim River, and based on previous studies and team studies, it assesses the degree of ecological damage in the desertification area of the Tarim River based on damage analysis. At the same time, for desertification areas of different degrees of damage, it is planned to use the environmental reset method to discuss the compensation model for ecological assets assessment, and based on the discussion of the water resources compensation model, to further explore the specific compensation programs in different degrees of desertification, The following three conclusions are drawn:The desertification of the ecological environment is very severe;The pressure of economic compensation for desertification damage is great;The compensation for desertification damage is a long way to go.

1.引言

荒漠化是指干旱、半干旱地区植被退化、土壤生产力下降、土质沙化加剧，从而导致地区生物生产你力丧失的现象^[1]。荒漠化程度的加深会严重影响该区域生态系统的正常运行，对严重损害人类社会运作。因此，如何有效的进行荒漠化地区的防治问题，成了各国都需要注意的问题。目前，荒漠化问题在塔里木河流域极为突出，对该地区的生产力水平以及消费水平发展造成了极其严重的影响，为了减缓和抑制现阶段的负面环境影响，有必要建立健全的生态环境补偿机制。

塔里木河流域自然资源丰富，是我国重要的经济发展地区之一^[2]。但是长期以来由于人们不恰当的利用生态环境，导致生态环境持续恶化。如何处理好生态环境的利用与保护之间的关系，如何评估生态环境损害程度以及如何建立有效的生态环境损害赔偿机制是塔里木河流域亟待解决的问题，并直接影响着流域经济的持续发展。对荒漠化地域生态环境损害评价的系统论述，固然国内外学者在各自的钻研范畴及地域举行过不同情况的荒漠区环境损害评估项目，但由于自然条件、环境状态等差别较大，在加之荒漠化地域多变的特色，今朝尚未形成一个通用的评估模式和赔偿模式。为此，在当今国家大力整改环境的大势下，研究沙漠地区生态损害评估和赔偿模式具有十分重要的现实意义。

相比较国外比较成熟的生态损害评估方案，中国目前仍就处在环境损害评估方案的初级阶段。目前，中国出台了一项政策，规定了生态环境损害评估内容，但生态环境损害评估方案的内容还不完善。同时，生态环境损害评估尺度的界定，界限的确定，评估计划，生态环境损害评估的行政调整，监督机制仍然十分欠缺，急需在理论和技术方法等方面进行深入研究。为了解决上述问题，国家已经启动了生态环境损害评估项目^[7]。就目前的文献而言，生态损害赔偿主要集中在对海洋的生态损害的赔偿上。环境损害也停留在制度的建立以及矿山的损害赔偿上面，有关荒漠化地区的生态损害赔偿寥寥无几。

本课题研究计划按照如下流程进行。第一，总结国内外学者现有的损害评估的感悟和理解，为本研究在理论基础上奠定一定的基础。第二，总结分析目前已经发表的荒漠化地区生态环境损害评估体系，并对其进行整理归纳，同时根据研究对象的特殊性，选取特有的损害分级方案，对塔里木河荒漠化地区进行分级。第三，根据损害分级方案，分析评估塔里木河荒漠化地区损害状况。第四，依据选定的荒漠化地区损害分级方案，针对不同的荒漠化地区确定不同的赔偿方案。
