中韩FTA对中国机电产业的影响及对策研究

摘 要

中韩 FTA 自 2015年成立以来，一直是中韩两国经济领域的热点话题。国家之间出于保护本国产业的目的会设置各种贸易和非贸易壁垒，建立FTA的目的就是消除它们，使商品能够自由地流通于成员国之间，从而实现贸易的自由化。机电产业可以说是我国国民经济中的支柱产业,它在我国与韩国的经贸往来中占据十分显著的地位。本篇通过文献分析法、情景模拟法、对照分析法、定量、定性分析相联合等多种方式，比较了我国与韩国机电产业的近况及竞争力，展望了两国签署自贸协定对中国机电产业可能产生的影响，进而提出一些针对性强的政策建议。

第一章论述了研究背景、研究方法、研究目的与意义、重点名词的界定、相关的文献综述、数据来源及创新与不足。下一章阐述了几个自由贸易相关的理论，包含比较优势理论、赫克歇尔-俄林理论等。第三章叙述了中韩FTA的创设过程和协议的大致内容。第四章通过RCA指数、TC指数和IMS三个指标对照分析了中韩机电工业的近况和优劣势。第五章运用情景模拟法，预测了零关税模式下中韩两国机电产品的贸易创造效应，得出中韩FTA的成立对我国机电产业的可能影响。第六章针对我国机电工业总结了几点建议。

通过分析我们认为：中韩FTA的创立，可以为中韩机电贸易带来巨大的贸易创造效应，同时将伴随着韩国机电产业的转移，这又为中国机电工业技术水平的提高提供了有利条件，进而促进中国机电工业的规模化与产业结构调整和升级。另外，韩国的一些非关税壁垒的撤销，有利于我国增加机电产品的出口，交易成本的下降也有利于企业经济利益的增长。当然，中韩FTA成立带给我国机电产业机遇的同时，也会给我国部分机电产业带来风险。在论文的最后一部分我们总结了几条针对性的建议。

Abstract

Since China-ROK FTA was set up in 2015, it has been the hot topics in the economic field of two countries. Countries will set up various trade barriers and non-tariff trade barriers between countries for the purpose of protecting their own industries. The purpose of building a FTA is to eliminate them so that the products will be freely circulated among Member States, and finally the free movement of goods between member states will be achieved. As an extremely vital proportion in foreign trade, electromechanical products also are believed one of the pillar industries among China and Korea. This paper uses the methods of literature analysis, Scenario simulation, comparative analysis ,quantitative analysis and the qualitative analysis ,analysis of China and South Korea’s electromechanical industry competitive power and the impact of China-ROK FTA on China electromechanical industry, and put forward some targeted policy recommendations.

The first chapter discusses the research background, research methods, research purpose, research significance ，interpretation of key words, related literature review, date sources and innovation and deficiency of this paper. The next chapter introduces the theory of free trade, including Comparative advantage Theory, Heckscher-Ohlin Theory and so on. The third chapter studies the process of negotiations of China-ROK FTA and its general content. The fourth chapter compares RCA index, TC index and the international market share of electromechanical industry between the two countries, and analysis of the status quo and advantages and disadvantages of China and South Korea Electromechanical industry. The fifth chapter analyses the influence of China-ROK FTA on China electromechanical industry from the aspect of trade creation effect. The sixth chapter,in view of the electromechanical industry of our country, several suggestions are summarized.

Through the analysis we get the following conclusion ：The signed of China-ROK FTA can make great trade creation effect on electrical Trading, while there will be accompanied by the transfer of the Electrical and Mechanical Industry of Korea. And it also provides favorable conditions for China to improve the technical level of electromechanical industry. Thus contributing to large-scale and industrial structure adjustment and upgrading of China's electromechanical industry. In addition, some Korea’s non-tariff barriers revocation, will help China to increase exports of electromechanical products, down transaction costs but also conducive to growth of corporate economic interests. Of course, the establishment of China-ROK FTA not only bring China 's electromechanical industry opportunities but also bring China's electromechanical industry some risk. In the last part of the paper we summarize a few specific recommendations.
