摘要
本报告主要以业主角度编制了扬州蜀岗小区B1地块项目管理方案及B-11楼施工招标文件。扬州蜀岗小区B1地块建设工期较短，技术较为简单。其中项目管理方案主要包含有工程概组织、招标与策划、合计划、风险管理、法（综合评估法）、合同条款小区B1区项目管理实行业主自行管理、采用了监理制；业主的项目管理组织采用主方成立项目管理。招标文件政工程招件（2010年版）》，评标估法，其中施法、专款、技术标评标办法施工占15分，项目管理占10分，投标报价占70分，其占5分，施工形式。

Abstract
This report mainly prepares the project management plan for the B1 plot of Yangzhou Weigang Community and the bidding documents for the B-11 building from the perspective of the owner. The construction period of the B1 block in Yanggang District of Yangzhou is short and the technology is relatively simple. The project management plan mainly includes project overview, project environmental analysis, project management objectives, project scope management planning, project management organization, bidding and planning, contract planning, project investment plan, project schedule, project quality management, safety and civilization plan. , risk management, project information and file management. The bidding documents include the tender notice, the bidder's notice, the bid evaluation method (comprehensive evaluation method), the contract terms and format, technical standards and requirements. The project management of the B1 district of Yangang Fugang Community is managed by the owner and the supervision system is adopted; the project management organization of the owner adopts a linear organization structure suitable for small-scale projects, and the owner establishes a project management department to implement the project manager responsibility system. The bidding documents refer to the “Bidding Construction and Municipal Engineering Standard Construction Bidding Documents (2010 Edition)”. The evaluation method adopts the comprehensive evaluation method, including the construction organization design method, special contract terms, technical standards and requirements. The evaluation method of this project adopts the comprehensive evaluation method, in which the construction organization design accounts for 15 points, the project management organization accounts for 10 points, the bidding price accounts for 70 points, other scoring factors account for 5 points, and the construction contract adopts the unit price contract form.
