城市停车立法问题研究

摘 要

城市高速发展的背后，携带的是高速发展下所带来无法避免的困境，而面对此困境，只能提前布局控制，是无法刻意回避的。本文在城市停车立法问题上以发现问题、分析问题、解决问题的方式进行写作。第一部分：发现了造成城市停车难的问题缘由，第二部分：为什么其他国家在城市停车问题上，没有出现我国停车难的困境，第三部分：我国在在停车立法上是怎么做的，如何去进行改进。全文以上述所说的步骤进行撰写，力求推动国家在城市停车立法上的法律法规修建。

关键词：停车立法、路内停车、路外停车

ABSTRACT

Behind the rapid development of the city, carrying the unavoidable dilemma brought about by the rapid development. To face this dilemma, it can only be laid out in advance, but cannot be avoided deliberately. This paper writed on the issue of urban parking legislation by finding problems, analyzing problems, and solving problems. The first part: Found the cause of the problem of parking in the city; the second part: Why do other countries have no problems in parking in cities which is different from China; the third part: How is China doing in parking legislation? How to improve it? The full text is written in the steps mentioned above, strive to promote the construction of country laws and regulations on urban parking legislation.
