PPP项目风险因素分析及控制对策研究——以北京轨道交通新机场线工程项目为例

摘 要

随着我国经济发展进入“新常态”时代，公共设施、交通运输等公益设施要求的资金越来越大，政府的财政压力日益突出。而民间资本却很闲余，急需找到新的投资点来赚取更大的利益。为了平衡两者并为公益设施提供足够的资金， PPP模式作为一种新型的项目投融资模式能切实平衡政府与企业之间的关系。实践证明，PPP的模式能有效缓解政府的资金压力，能有充足的资金投资于公共建设，并能打破了政府建设方案设计眼界的局限，注入更多的活力；另一方面私人企业也可以通过资金的投入来获取合理的收益。但是与之同时，PPP 模式在我国仍是较新的概念，发展与应用仍不熟练，仍存在着许多问题需要解决。

本文主要是从企业角度出发，对 PPP 项目中存在风险的风险因素的发生原因及控制对策进行研究，指出在 PPP 项目建设运营过程中具体存在的财务风险，对PPP项目的风险控制应对措施做了具体分析。最后结合案例，为我国PPP项目建设运营过程中可能出现的财务风险提出具体的建议和对策。

Study on Risk Factor Analysis and Control Strategy of PPP Project
──an Example of Beijing Rail Transit New Airport Line Project

Abstract

As China’s economic development enters the “new normal” era, medical facilities, public transportation and other public facilities require more and more funds, and the government’s financial pressure has become increasingly prominent. Private capital, however, is very busy. It is urgent to find new investment points to earn more benefits. In order to balance the two and provide sufficient funds for public facilities, PPP mode as a new type of project investment and financing mode can effectively balance the relationship between the government and enterprises. It has been proved that PPP model can effectively relieve the government"s financial pressure, and can have sufficient funds to invest in public construction and can break the limits of the government’s design vision and inject more vitality; on the other hand, private companies can also invest in funds. Get a reasonable return. However, at the same time, the PPP model is still a relatively new concept in China, and its development and application are still unskilled. So there are still many problems to be solved in PPP project.

This article mainly studies the risks and measures of PPP projects from the perspective of the company, points out the specific financial in the process of construction and operation of the risks of PPP project, and makes specific analysis of the risk control response measures of the PPP project. Finally, combined with the case, we propose specific suggestions and countermeasures for the possible financial risks in the construction and operation of PPP projects in China.

第一章 绪 论

1.1 研究背景

“十三五”在PPP模式发展历史中是尤为重要的一年。“十三五”为PPP模式打开了局面，并把PPP模式推向了社会各界关注的视线。

在十八届三中全会上，新的可以参与到城市基础建设的方式首次提出并被允许进入市场，这个新的方式则指特许经营等方式。之后，各省市纷纷结合自身特殊情况积极探索推进PPP项目工作，使PPP项目的运作得到了很大实践。
