摘 要

随着社会经济的发展，环境的问题越来越引起人们的重视，环境与经济之间发展的不平衡的问题日益凸显。国家发展战略的转变、社会舆论的要求、人民大众的需要都使得环境问题的治理显得迫切而必要。在这种背景下，一些污染型企业不得不提高环境治理成本来适应外部环境的变化，从短期来看，增加了企业的成本，影响企业的总体盈利水平，从长远来看，企业应有目标的优化本身的发展模式，提高环境治理效果，不定期的进行环境绩效评价，从而提升污染治理能力，增强企业市场竞争力。本文首先对国内外环境绩效相关研究进行了梳理，然后结合我国企业环境绩效评价方法，对恒泰纺织企业进行研究，构建了环境绩效评价体系，最后通过运用该指标体系，促使企业环境绩效评价工作日常化，提高企业环境管理主动性，进一步提高环境绩效评价整体水平。

Abstract: With the development of social economy, the issue of the environment has attracted more and more people"s attention, and the imbalance between the environment and the economy has become increasingly prominent. The transformation of national development strategies, the requirements of public opinion, and the needs of the people all make the governance of environmental issues urgent and necessary. In this context, some polluting enterprises have to increase the cost of environmental governance to adapt to changes in the external environment. In the short run, they increase the cost of enterprises and affect the overall profitability of enterprises. In the long run, enterprises should have targets. The optimization of its own development model, improve the effectiveness of environmental governance, and conduct environmental performance evaluation from time to time, thereby improving pollution control capabilities and enhancing the market competitiveness of enterprises. This paper firstly combs the research on environmental performance at home and abroad, and then combines the environmental performance evaluation methods of Chinese enterprises to conduct research on Hengtai textile enterprises, builds an environmental performance evaluation system, and finally promotes the environmental performance evaluation of enterprises through the application of this index system. Regularize, improve the initiative of environmental management, and further improve the overall level of environmental performance evaluation.

1 引言

1.1 研究背景

近年来，环境问题日益成为社会大众关注的焦点，对于环境污染型企业来说，改变以往的发展模式，转变经营理念和管理模式，充分考虑环境污染问题，是增强企业市场竞争力的必要途径，也是企业得到更好发展的有效方法。注重环境的管理已成为企业发展的目标之一，如何进行环境的管理，在合理的投入成本范围内，更大的增加环境绩效，是现代企业不断探索的方向之一。因此，构建一整套环境绩效评价体系，运用科学合理的方式和标准，帮助企业进行环境的绩效评价，从而在有限的投入下，实现最大限度的环境效益。然而，构建环境绩效评价体系并未引起企业的足够重视，许多理论还不成熟，取得的效果也不够令人满意，因此，结合企业实际，构建一种可操作性强的环境绩效评价体系是实现企业提升环境管理水平的重要方法，是当今社会发展的必然选择。

1.2 研究意义

过去以来，经济的快速发展带来了环境污染等副作用，已经与人民大众日益需要的美好生活不匹配，“既要金山银山，又要绿水青山”已成为当今社会的诉求之一。同时，随着生活水平的提高，大众对美好环境的需求越来越强。因此，相关的环境污染较多的企业面临着发展转型的压力。相关企业必须提高环境管理能力，向着更加环保、更加绿色的方向可持续发展，这就要求有一套科学有效的环境绩效评价体系供企业使用。所以，环境绩效评价体系的构建对于企业的发展和社会来说都具有积极的推动意义。主要体现在以下几方面：

（1）提高企业管理水平。部分企业管理水平不高，导致一些副产品对环境产生了很多污染，加上市场政策的管制，企业生存举步维艰。通过指标体系，提高企业环境管理水平，有利于提升企业的市场竞争力，更好的可持续发展。
