摘 要

随着计算机互联网的快速发展，产生了许多诸如电子文件、电子合同、电子订单、电子图片等电子记录，采纳电子的方式记录信息已成为潮流趋向。许多国家都出台了相关法律法规，使电子签名、电子记录等规范化，我国也于2004年出台了《中华人民共和国电子签名法》，其对数据电文（即电子记录）和电子签名作出了相关要求，但是并不完善。

目前，电子记录应用较多的行业是电子商务以及制药行业，本文将探讨的是制药行业的电子记录管理，即包括电子记录的定义、建立、使用、更改、备份和储存、以及电子记录的销毁等方面的规定。有效管理制药行业的电子记录可以保证药品的质量可追溯，安全可靠，出现问题可以及时发现并确定责任人员，有利于提高药品质量。我国对电子记录管理的规定虽有，但也只是各部法规的拼凑，并不完善，本文将对我国与美、欧、英的电子记录管理作比较分析，对存在的缺陷提出改进意见，建立一个更完善的电子记录管理体系。

A comparative study of electronic records management at home and abroad

Abstract

With the rapid development of the Internet, a lot of electronic records, such as electronic documents, electronic contracts, electronic orders and electronic images, have been produced. Many countries have issued the relevant electronic signature, electronic records and electronic contract regulations.China also issued the "electronic signature law of People"s Republic of China" in 2004, which makes the data message (electronic record) and electronic signature, but is not perfect.

At present, the application of electronic records in many industries, is the electronic commerce and the pharmaceutical industry, this paper will discuss the management of electronic records of the pharmaceutical industry, including the definition, the establishment and use of electronic records, change, backup and storage, as well as the destruction of electronic records and other aspects of the regulations. Effective management of the pharmaceutical industry electronic records can ensure that the quality of the drug traceability, safe and reliable, the problem can be found in a timely manner and identify the responsible personnel, help to improve the quality of drugs. China"s regulations on the management of electronic records has, but also just put together, the legislation is not perfect, this paper will make a comparative analysis of the electronic records management in China and the United States, Europe, the UK, suggestions for improvement of the defects, to establish a more perfect system of electronic records management.

1）电子记录更准确、快捷，如在记录发酵罐的温度——时间曲线时，计算机化系统可随即记录，具有实时性和连续性，曲线图更完整、准确；
