我国企业环境信息自愿披露研究

摘 要

在绿色金融与生态文明建设不断推进的当下，企业的环境信息自愿披露已然成为国家及社会各界关注的重要问题之一。

对于我国企业环境信息自愿披露的研究，本文采用了文献研究法和实证分析法。首先分析了我国企业环境信息自愿披露的现状，阐述了我国企业当下存在的相关问题，同时对国外企业的环境信息披露现状进行分析，并与我国进行对比，并从国家法律法规、企业责任设置、社会舆论监督层面对我国企业完善环境信息自愿性披露提供参考意见。最后以上海宝钢股份有限公司为例，作出具体的案例分析。

企业环境信息自愿性披露的不断完善需要和国家的强制性披露相同步、协调。我国企业的自愿性环境信息披露尚存在着诸多的不足，有着很大的发展与进步的空间。对此，国家要进行正确的引导，激励与惩罚措施要使用的准确得当；企业要对自愿性信息披露有更为深刻的认识，要意识到这是企业发展的重要助力之一；社会舆论媒体以及每一个公民都要发挥监督作用，为我国企业环境信息自愿披露的发展助力，为我国的生态文明建设助力。

Research on Voluntary Disclosure of Enterprise Environmental Information in China

Abstract

At the moment when green finance and ecological civilization construction continue to advance, the voluntary disclosure of environmental information of enterprises has become one of the important issues of concern to the national and social circles.

For the study of the voluntary disclosure of corporate environmental information in China, this paper adopts the literature research method and the empirical analysis method. Firstly, it analyzes the status quo of voluntary disclosure of corporate environmental information in China, expounds the current problems existing in Chinese enterprises, and analyzes the status quo of environmental information disclosure of foreign enterprises, and compares with China, and sets national laws and regulations, corporate responsibility, The public opinion supervision layer provides reference for the voluntary disclosure of environmental information by Chinese enterprises. Finally, take Shanghai Baosteel Co., Ltd. as an example to make a specific case analysis.

The continuous improvement of the voluntary disclosure of corporate environmental information needs to be synchronized and coordinated with the mandatory disclosure of the state. There are still many shortcomings in the voluntary environmental information disclosure of Chinese enterprises, and there is a lot of room for development and progress. In this regard, the state should conduct correct guidance, and the incentives and punishments should be used accurately; enterprises should have a deeper understanding of voluntary information disclosure, and be aware that this is one of the important boosts for enterprise development; And every citizen must play a supervisory role, help the development of voluntary disclosure of environmental information in China's enterprises, and contribute to the construction of ecological civilization in China.

研究背景

随着我国生态文明建设的不断推进，针对企业环境信息披露的相关法律法规不断的出台与完善，企业环境信息的披露已经成为各大企业及社会各界关注的重要问题之一。中共中央的经济工作会议强调企业要自觉自愿的发布社会责任报告，积极改善自身的信息披露机制。企业环境信息的披露除了国家规定的强制性披露之外，更迫切的需要企业积极的开展自愿性的环境信息披露。企业环境信息的自愿披露已经成为国家、社会各界和各大企业关注的重要问题之一。

1.2 研究目的及意义

本文通过对我国企业环境信息自愿披露的研究，以上海宝钢股份有限公司为例，分析我企业环境信息自愿披露的现状与进展，寻找出我国企业在环境信息自愿披露上所存在的相关典型问题,借鉴国外企业相关经验并结合我国企业环境为解决国内企业解决这些问题提供相关参考意见与解决方案，以推动我国企业的不断发展，为我国生态文明建设助力。

1.3 研究内容及方法

通过借鉴沈洪涛、冯杰、辛旭、陈丹萍、罗韵轩等人的理论成果和实践经验，本文试图调研发现我国企业环境信息自愿披露的现状和存在的问题，通过分析国外企业进行环境信息自愿披露的相关经验与借鉴意义，来为如何提高我国企业对环境信息自愿披露的重视及相关问题的解决方案。

研究方法：文献研究法和实证分析研究法。

1.4 相关概念界定

环境信息和企业环境信息是有着一定的区别的，我们在此先需对环境信息和企业环境信息有一定的概念界定。

1.4.1 企业环境信息

企业环境信息在我国相关解释中是指：“企业以一定形式记录、保存的，与企业经营活动产生的对环境产生影响和与企业环境行为有关的信息。”
