政府补助对新能源行业财务绩效的影响——以宁波杉杉股份有限公司为例

摘 要

随着经济和科技的迅速发展，传统能源的消耗在原有基础上逐渐加快，现有能源可能无法永久支撑人类如此大的消耗量，综合考虑多方面的影响，战略性新兴产业目前成为全球各个国家关注的重点，尤其是新能源产业，这也将是大部分国家未来经济转型的方向。我国为了促进新能源行业的发展，从2010年开始正式颁布各项政策扶持经营新能源业务的企业，比如税收减免、补贴等，其中政府补助是十分普遍、作用效果直接以及企业较为偏爱的一种方式，并且政府补助的扶持力度、规模自2010年逐渐加大，效果较为显著。政府发放的补贴资金对企业的营业外收入和其他收益具有明显提升作用，同时还可以影响企业的财务绩效，并帮助企业解决资金周转问题，从表面上看，政府补助能够对企业运营产生正面影响，但是近年来，新能源行业的相关政策在不断发生变化，针对不同领域的新能源业务颁布了不同的扶持政策，政府补助给企业带来的影响究竟是积极的还是消极的，以及产生这些影响的原因依然需要进行深入研究。

本文主要以宁波杉杉股份有限公司为研究对象，首先简要概述该公司现阶段的发展情况以及获得政府补助的情况，并分析其获取补助的原因，其次分析公司获得的政府补助整体上给公司带来的作用，接着通过查阅相关数据及资料运用数据分析等方法具体研究政府补助给公司各方面财务绩效产生的影响，包括盈利能力、营运能力、偿债能力、成长能力四个方面，并对产生这些影响的原因进行分析，最后以杉杉股份有限公司的研究结果总结出政府补助对整个新能源行业企业财务绩效的影响，并提出合理有效的建议。

经过研究发现，政府补助对企业整体的财务绩效没有显著提升作用，相对而言积极影响最为显著的是盈利能力，可以提高企业当年的利润，改善盈利能力指标，扮靓企业的财务报表，然而财务绩效的其他方面并没有明显的提升，没有达到政府发放补贴资金的目的。除此之外，新能源企业若长期依赖于政府补贴资金，不利于企业的可持续发展，未来政府补贴资金逐渐退坡，这些企业很可能无法在竞争激烈的市场中立足，最后被迫退出新能源行业。根据研究结论在论文的结尾为经营新能源业务的企业提出了相关改善建议。

The Influence of Government Subsidy on The Financial Performance of New Energy Industry — a Case Study of Ningbo Shanshan Co., LTD

Abstract

With the rapid development of economy and science and technology, the traditional energy consumption on the basis of the original gradually speeding up. The existing energy consumption may not be permanent support such a large human, into comprehensive consideration, the influence of strategic emerging industries to become the world's countries currently focused on, especially the new energy industry, which will be most countries in the direction of the economic transformation. In order to accelerate the development of new energy industry in our country, starting in 2010 formally promulgated policies supporting the new energy business enterprises, such as tax breaks and subsidies, the government subsidies are very common, effect of the direct and enterprise preferred a way, and the support of government subsidies, scale gradually increase since 2010, the effect is significant. The inflow of government subsidies can directly improve the non-operating income and other income of enterprises, change the financial performance of enterprises, and help enterprises to solve the problem of capital turnover. On the surface, government support funds have a positive impact on enterprises. However, in recent years, the relevant policies of the new energy industry are changing constantly, and different support policies have been issued for the new energy businesses in different fields. Whether the government subsidies have an active or passive influence on enterprises, and the reasons for these impacts still need to be further studied.

This paper mainly takes Ningbo Shanshan co., LTD as the research object. Firstly, it briefly summarizes the current development situation of the company and the situation of getting government subsidies, and analyzes the reasons for its obtaining subsidies. Secondly, it analyzes the effect of the government support funds to the whole company. Then through consulting relevant data and information using the method of data analysis of the specific studies government subsidies to the impact of all aspects of a company's financial performance, including the profit ability, operation ability, debt paying ability, growth ability from four aspects, and analyze the causes of these effects. Finally, based on the research results of Shanshan co., LTD., fiscal subsidy funds to the influence of the new energy industry enterprise financial performance, reasonable and effective Suggestions are put forward based on the conclusion.

It is found that the government subsidy has no significant lifting impact on the overall financial performance of enterprises. Relatively speaking, the most significant positive impact is profitability, which can improve the profits of the enterprise in the current year, improve the profitability index, and beautify the financial statements of the enterprise. However, other aspects of financial performance have not been significantly improved, and the purpose of government subsidies has not been achieved. In addition, if the new energy enterprises rely on government subsidies for a long time, which will seriously affect the sustainable development of the enterprise. In the future, as the government subsidy fund gradually declines, these enterprises are likely to be unable to survive in the competitive market and eventually be forced out of the new energy industry. At the end of the paper, some Suggestions are put forward for new energy enterprises.
