基于游客感知的风景区治理模式研究

——以南京中山陵风景名胜区为例

摘要

随着中国国家公园管理体制的建立和风景名胜区制度的日渐完善，景区和国家公园纷纷由建设阶段转入治理阶段，良好的治理决定景区和国家公园的可持续发展和永续利用。在国内的研究中，多采用定性研究的方法，通过文献方法、比较分析法、案例法对景区、国家公园治理模式进行比较、研究。本次研究，创新采用定量研究的方法，依据联合国开发计划署（UNDP）提出的十个善治的指标，参照国外学者研究，根据中国国情与景区、国家公园的特点，构建游客对景区治理模式感知评价指标体系。根据指标设计量表问卷，参照Eagles提出的八种国家公园和保护区治理模式，选取案例对象，对中山陵风景名胜区代表的传统国家公园治理模式进行评估，并进行实地问卷发放。借助SPSS统计软件对收集的数据进行分析。完善游客对景区治理模式感知评价指标体系，定量评价传统国家公园治理模式，为评价景区和国家公园的治理提供借鉴和参考，探讨中国国情下，景区、国家公园良好的治理模式。

Study on the Scenic Area's governance model based on Park visitors' perceptions

—— A Case Study of the Dr. Sun Yat-sen's Mausoleum Scenic Area

Abstract

Governance is widely discussed in various government sectors or agencies such as Health Care and Education and throughout the private sector. Yet, it is only recently that reference to governance with regards to parks and protected areas has come to the for-front within various political and ecological circles .With the establishment of the National park management models and the development of the scenic areas management systems, it is the time for scenic areas and National parks to pay attention to the governance. Good governance determine their sustainable development. In the domestic research, most of the researches use qualitative research methods, including the literature methods, comparative analysis and case analysis etc. In this paper, adopt the quantitative research methods based on the ten UNDP criteria of governance. Referring to foreign scholar’s study, basing on the China's national conditions and the characters of scenic areas and the national park, this survey examined the park visitors’ perception of the governance under scenic areas’ management models.

This survey selected the Dr. Sun Yat-sen's Mausoleum Scenic Area as the case. After the field questionnaire survey, the collected survey data were transferred to SPSS and analyzed using version 22. Results revealed that the Dr. Sun Yat-sen's Mausoleum Scenic Area’s management model is perceived as having good levels of governance for the 11factors by the park visitors. This survey can provide the experience for the construction of the national park management models.
