摘 要

：农业是我国的基础产业，也是我国的第一产业，发展农产品物流对我国农业经济的快速增长有着十分重要的作用，也对我国经济的增长有着巨大的影响。由于我国农村物流发展较为落后，没有形成完善的乡村物流体系，使得农产品运输速度慢，配送效率低下，导致很多新鲜农产品在运输途中就已经损坏、变质和腐败，农产品安全事故层出不穷，这就要求我们要重视农产品安全问题，同时要想办法去解决这些问题。因此农村仓储物流中心功能区的规划显得尤为重要，农村仓储物流中心功能区规划不仅能够帮助建设农产品公共安全品牌，保证农产品安全，降低农产品的腐败率和损坏率，降低成本，解决农产品配送问题，提高运营效率，而且能够帮助扩大农产品的销售范围，实现产品增值，帮助农民增加收入，促进农村经济发展。本文主要研究农村仓储物流中心的功能和作用，影响这些功能的因素，阐述淮安现有农村仓储物流中心的问题，并通过相关方法对仓储物流功能区进行规划。

Abstract:Agriculture is the basic industry of our country and the primary industry of our country. Developing agricultural product logistics plays a very important role in the rapid growth of our country"s agricultural economy and has a huge impact on our country"s economic growth. Due to the relatively backward development of rural logistics in China and the lack of a complete rural logistics system, the speed of transportation of agricultural products and the low efficiency of distribution have led to the destruction, deterioration and corruption of many fresh agricultural products during transportation, and safety accidents of agricultural products have emerged one after another. This requires us to pay attention to the safety of agricultural products and at the same time to find ways to solve these problems. Therefore, the planning of the functional area of the rural warehousing and logistics center is particularly important. The planning of the functional area of the rural warehousing and logistics center can not only help to build a public safety brand of agricultural products, ensure the safety of agricultural products, reduce the rate of corruption and damage of agricultural products, reduce costs, solve the problem of distribution of agricultural products, and improve operational efficiency. Moreover, it can help to expand the distribution of agricultural products, realize the value added of products, help farmers increase their income, and promote rural economic development. This paper mainly studies the functions and functions of rural warehousing and logistics centers, the factors that affect these functions, expounds the problems of the existing rural warehousing and logistics centers in Huai"an, and plans the storage and logistics functional areas through relevant methods.

1.1 选题背景及意义

1.1.1 本文的研究背景

近些年来，我国农产品行业发展速度十分迅猛，但在发展过程中农产品安全问题层出不穷，严重威胁着广大人民群众的身体健康。一方面是由于物流效率低，运输速度慢所导致的农产品霉变、腐败等问题。例如上海市某民办国际学校食堂在检查从外地运输来的蔬菜中，发现青菜和胡萝卜等存在霉变现象。另一方面是由于农产品出售时检测不到位所导致的农产品细菌总数超标和农药、化肥等化学药品残留问题。例如前几年海南的毒豇豆事件和青岛的毒韭菜事件，都是在工商部门临时抽检时才检测出农药和有机磷残留严重超标的问题。

仓储物流中心是现代化物流向供应链管理发展的产物，仓储物流中心标准化和流程化的运作模式提高了物流效率，降低了物流成本，可以极大程度的解决农产品霉变、腐败等问题，为农产品赢得良好的品牌声誉，也为企业获得更多的经济效益。同时，十九大提出实施乡村振兴战略，优化乡村发展布局，分类推进乡村发展，提高农村居民的生活水平和促进农村经济的快速发展，加快缩小城乡经济差距，早日实现城乡统筹发展^[1]。“十三五”规划指出建设新型城镇化的重要目标和内容就是农村经济和农村物流的发展。这就更加促进农村仓储物流中心的规划与建设。农村仓储物流中心在政府政策的扶持下，进入发展的新阶段。为加快城乡之间信息流通和货物运转，促进农村经济的发展，促进城乡一体化的实现做出了巨大的贡献^[2]。
