摘 要

随着世界范围内的全球化进程不断加快，对于世界范围内各国来说，寻求一种城市化进程中能够帮助解决城市问题并且加速城市发展的方案无疑具有重要的意义。智慧城市概念的提出无疑是城市发展问题的新思路与新方法，作为将信息化建设与城市化建设相结合的产物，智慧城市建设方案往往能带给城市更强的活力和竞争力。

智慧城市的建设来自信息化的发展，通过研究智慧城市的管理信息系统能够将城市的信息化建设方案转化为多个步骤。本文从智慧城市的需求分析着手，阐述了在城市发展过程中，人们所需要面对的问题并且详细分析城市数据来源，进而分析了一种适合智慧城市发展的信息系统结构框架。通过对于框架内核心模块与服务架构的分析，为智慧城市的发展提出了一种可能化的解决方案。在智慧城市的评价体系下，首先充分分析论证了国内外成熟体系的优缺点，再通过建立国内外常用指标的指标库并结合中国国情选择合适的指标体系来进行智慧城市评价，使用模糊层次分析法准确确定各个指标之间的权重关系。在考量南京的城市背景和城市发展情况的前提下，选择南京作为实例来进行智慧城市信息系统框架设计分析，同时利用新的指标体系衡量南京的发展情况，并且对南京的发展提出一些建议。

Abstract

With the worldwide globalization process accelerating, for countries in the world, seeking a way to solve the problem of cities in the process of urbanization and accelerate city development plan undoubtedly is important. Wisdom city is undoubtedly the answer to urban development. As the combination of the new technical construction and urbanization, wisdom urban construction scheme can often bring more vitality and competitiveness.

The construction of smart city comes from the development of information technology and the management information system of smart city can disassemble the information construction of the city. In this paper, the China's national conditions and urbanization is the basement of analyzing the changes in the process of urban development in our country、starting from the demand analysis of wisdom city and telling the story of in the process of urban development. On the other hand, it analyzes the data source of the city, and then analyzes the framework of information system structure which is suitable for the development of smart city. Through the analysis of core modules and service architecture in the framework, a possible solution is proposed for the development of smart city. Under the evaluation system of intelligent city, the first full analysis demonstrates the advantages and disadvantages of mature system both at home and abroad, and then through the establishment of index of commonly used indicators libraries at home and abroad and combined with China's national conditions to choose the appropriate index system to evaluate wisdom city. The fuzzy analytic hierarchy process can be used to determine the weight relation of each index more accurately. Background in consideration of Nanjing city and urban development under the premise of choose Nanjing as an example for wisdom city information system framework design and analysis, at the same time take advantage of new index system to measure the development of Nanjing, and puts forward some Suggestions on the development of Nanjing.

1.1 研究背景

随着网络化进程的不断加快，根据联合国的研究报告，全球人口总数将在200年达到97亿人，同时因为城镇化进程带来的城镇人口数将达到64亿人， 中国的城市人口将会超过70%。

全球化趋势下带来的城市化发展无疑是各国经济发展的巨大能量，但是因为全球化所产生的交通拥堵、垃圾污染、资源短缺等问题也对城市居民的生活与生产带来很多不利影响。如何解决这些城市化问题成为一个全球性的研究问题，其解决方案归根到底得从城市的发展上来寻找出路。全球的许多国家提出了智慧城市的建设方案，希望以信息化建设来促进城市化进程，并解决其所面临的城市化问题。
