摘 要

全面预算管理是在预测和决策的基础上，紧密围绕着企业的战略核心导向，确定年度经营目标，并逐级逐项分解下达到企业内部的各级组织，通过一系列综合平衡、协调、分析、控制、考核等预算管理手段，促使企业实现经营目标的内部管理体系。现在传统企业基于excel的预算管理在目标分解、编制,分析,控制等方面遇到了新的瓶颈, 而途牛作为互联网企业相较于其它传统行业而言，业务量增长迅速，数据量庞大，增长速度与变化幅度都很大，所以对于预算管理有更高的要求，因此建立全面预算管理信息系统平台成为企业的必由之路。

本文结合笔者参与的途牛旅游网企业全面预算信息化实施项目，首先介绍了途牛的发展历程及B2C的商业模式。接下来对途牛现有的预算系统从年度预算编制，预算调整，滚动预测，预算执行分析几方面进行了现状的调研与需求分析，发现了途牛的预算系统主要存在系统可实现简单预算控制，可靠性程度在下降，大量依赖手工跟踪的缺陷，接下来通过分析途牛的预算管理的实际需求和业务流程，设计和实现了一个适合途牛的全面预算管理方案，实现实施查询等功能。最后介绍了基于Hyperion预算管理系统进行实施的一些相关技术要求。

Abstract

Comprehensive budget management is based on the prediction and decision-making around the enterprise development strategy, determining the annual business objectives, and to achieve the gradual decomposition itemized departments within the enterprise, the various units, through a series of overall balance, coordination, analysis, control, assessment and other budget management tools, enables companies to achieve business objectives of the internal management system. Now traditional enterprise excel-based budget management encountered new bottleneck in target decomposition, compile, analyze, control, etc., And Tuniu as an Internet enterprise, compared to other traditional industries, the rapid growth of traffic, huge amount of data, the growth rate and magnitude of change are great, so for a higher budget management requirements so the establishment of a comprehensive budget management information system platform to become the only way.
In this paper, the author participatory way Tuniu travel information enterprise-wide implementation of the project budget, introduced the development course and the way Tuniu’s B2C business model. Then on the way Tuniu existing budgetary systems from annual budget, budget adjustments, rolling forecasts, analysis of budget implementation of several aspects of the current situation of research and requirements analysis, found a way Tuniu’s budget system is mainly present in the system allows simple budget control , the degree of reliability in decline, rely heavily on manual tracking of defects .By analyzing the actual needs and business processes Tuniu budget management, combined with the overall budget management ideas, design and implementation of a comprehensive budget for the way Tuniu management program. Finally, the budget for implementation of the management system based on Hyperion some relevant technical requirements.

1.1 选题背景与意义

20世纪80年代以来，我国进行了改革开放，科技发展日新月异，市场机制也逐渐完善，企业也如雨后春笋拔地而起，市场竞争异常激烈，预算管理是企业内部管理的一项重要工作，在这样的大环境下，企业想要继续发展和成长，就需要对经营管理理念进行改革，上世纪90年代全面预算管理的概念从西方引入，国内一些先进的大型企业开始逐渐应用，全面预算管理指在预测与战略决策的基础上，紧密围绕着企业的核心经营理念，确定年度经营目标，并一级一级分解下达到内部各部门各单位，以销售预测为起点，进而对生产、成本及现金收支等进行预测，通过一系列的综合分析，平衡，控制手段，提高企业经营管理水平，实现经营目标的一套内部的管理体系。很多企业在实行全面预算管理后发现通过它可以对企业的有限资源进行效用最大化的分配，使企业运转高速，所以认识到了它的重要作用。而全面预算管理软件则可以与其他管理软件各自分工，协同作战，从“事前、事中预算，过程控制，事后分析”等多样化角度进入企业管理的最深层，与OA，BI等系统交换数据，实现企业信息化管理。
