摘 要

党的十八大以后，我国全面推进深化改革，转变政府职能，在公务员职业道德建设方面取得显著成就，但公务员队伍仍旧存在一些问题。十九大强调“要加强思想道德建设”，党和公务员作为国家公务执行机构与执行者，其道德建设更是实现“人民有信仰、国家有力量、民族有希望”美好目标的关键环节。既为国家公务的执行者，公务员的形象举措反应执政党的精神形象，关乎人民对党执政能力与地位的评判，甚者可为社会道德标杆。因此加强公务员职业道德建设，不仅能巩固党的国家地位，亦能促进社会的道德风尚建设和中国梦的实现。本文将从公务员职业道德建设的理论出发，分析公务员道德缺失的原因，对我国公务员职业道德建设的途径做出一些有益的探索。

A study on the Construction of Civil Servantsundefined Professional Ethics in Contemporary China

Abstract: After the 18th National Congress of the Communist Party of China, China has comprehensively promoted deepening reforms, transformed government functions, and made remarkable achievements in the construction of civil servants" professional ethics. However, there are still some problems in the civil service. In the report of the 19th National Congress of the Communist Party of China, General Secretary Xi Jinping pointed out that "strengthen the building of ideological and morality", the moral construction of the Party and civil servants is the key link to realize the good goal of "the people have faith, the country has strength, the nation has hope". As the executor of the state official, the image of the civil servant reflects the spiritual image of the ruling party, relates to the judgment of the people on the ruling ability and status of the party, and even serves as a benchmark for social morality. Therefore, strengthening the construction of civil servantsundefined professional ethics can not only consolidate the national status of the Party, but also promote the construction of social moral customs and the realization of Chinese Dream. Based on the theory of the construction of civil servantsundefined professional ethics, this paper analyzes the reasons for the lack of civil servantsundefined ethics, and makes some useful exploration on the ways of the construction of civil servantsundefined professional ethics in our country.

1. 公务员职业道德建设的理论

（一）公务员职业道德的内容

《关于推进公务员职业道德建设工程的意见》中，对中国公务员业道德进行了简洁明确的归纳，即“坚定信念、忠于国家、服务人民、恪尽职守、依法办事、公正廉洁”。

坚定信念即坚持中国特色社会主义共同理想，坚持走中国特色社会主义道路，坚定道路、理论、制度、文化自信；忠于国家即不做背叛国家和党组织的事，始终服从并支持党的领导；服务人民即反对形式主义和官僚主义，将人民利益落到实处，树立优秀公仆形象。恪尽职守、依法办事即严格遵守宪法和法律的要求，树立社会主义法治理念，严格执行党和国家做出的决定。公正廉洁即树立忠诚老实、公道正派、实事求是、清正廉洁的价值观，坚决反对腐败，不做人民反对和痛恨的事。

（二）公务员职业道德建设的意义

1．理论意义

职业道德是对所有职业偏重于伦理的道德要求规范，是一种共性总结。公务员作为国家政府人员，具有行政权力，该主体的道德建设不但具有职业道德的共性，还具有政府部门的特殊性。将政府行政与社会伦理进行融合，其探究过程与结果也将促进二者的发展，拓宽职业道德领域的研究方向。

2．现实意义

子曰：“为政以德，譬如北辰，居其所而众星共之。”关于统治者德的研究在古代便已开始，我们仍然肯定执政者个人品德与职业道德的重要性，如十九大提及的好干部标准所示，放在首位的要求便是“德才兼备，以德为先”。近年来，各地全面按照党中央要求，加强公务员队伍道德作风建设，已经取得显著的进步，极大地改进了政府形象。但道德建设不是一蹴而就，现阶段公职人员素质参差不齐，建设路途仍有许多问题亟待解决。如《意见》中指出，当前公务员仍存在胡乱作为，作风漂浮，为人民服务意识差等问题，严重影响了政府形象，也会对国家与人民利益造成极大损害，为维护人民利益，加强公务员职业道德建设的任务刻不容缓。一个执政党能否确立执政地位，树立公正严明的国家形象，增强公信力，无不取决于公职人员的所作所为，故提高其道德素养是公务员队伍建设基础性、根本性、经常性任务，是全面从严治党、建设法治国家不可忽视的重要环节。培育好公务员的职业道德，建设一支与人民心连心、同呼吸、共命运的公务员队伍，以职业道德引领社会主义新风尚，将提高整个社会的职业道德水平，在全社会营造良好的氛围。

（三）公务员职业道德建设的理论依据

关于公务员职业道德建设的途径，国内外的学者也进行了大量的研究，目前，对于如何加强公务员职业道德建设，可以参考以下几个理论从而对公务员的行为做出约束。
