江苏省沿海港口一体化下的连云港港运行机制研究

摘 要

江苏省沿海港口的一体化发展是江苏省内港口改革是关键组成，而在江苏省沿海三港中，连云港港的港口发展处于领先地位。在相关政策和经济发展形势的推动下，连云港港已经在港口的一体化改革上先行先试，并取得了较为显著的初期效果。在此背景下，本研究主要是聚焦于连云港港的一体化发展的整体环境和发展现状，基于SWOT分析法探究连云港港一体化发展中的优势、不足、机会和挑战，并从管理体制、组织结构、资本运营和生产运营等角度出发研究了连云港港的运行机制，通过德尔菲法和层次分析法设计了评价指标体系并分配了各指标的权重，根据效用函数和shapley值法，建立了针对连云港港业务运营主体的业务评价模型。最后，根据连云港港业务运营主体的实际经营状况，运用业务评价模型对各项业务进行了贡献度分析，并得出了相应的评价结论。根据评价结论，针对连云港港的运行机制，从港口企业的内部组织、生产经营等方面提出了相应的建议。

本研究以江苏省沿海的港口一体化发展为背景，在分析连云港港港口一体化的发展环境的基础上，揭示了连云港港一体化发展的内外环境中的优势与不足，在总结了连云港港运行机制及业务运营基本情况的基础上，构建了连云港港业务运营评价模型，根据连云港港业务评价实例分析的结果为连云港港持续健康发展提供参考和建议。

Abstract

The integrated development of coastal ports in Jiangsu Province is a key component of the reform of the ports in the province, while the development of Lianyungang Port is in a leading position among three coastal ports. At present, under the promotion of related policies and economic development, Lianyungang Port has already conducted pilot tests on the integration reform of ports, and achieved a significant initial effect. In this context, this study focuses on the overall environment and development status of the integrated development of Lianyungang Port, and focuses on the business operations of Lianyungang Port from the perspectives of capital operation and production operations. The Analytic Hierarchy Process (AHP) designed the evaluation index system and assigned the weight of each indicator. Then, a business evaluation model for the business operators of Lianyungang Port was established according to the utility function and the shapley value method. Finally, based on the actual operating conditions of Lianyungang Port's business operations entities, a business evaluation model was used to analyze the contribution of each major business and a corresponding evaluation conclusion was drawn. According to the evaluation conclusions, valuable suggestions were made on the internal organization and production operations of different port companies in Lianyungang Port.

Based on the analysis of the integrated development of the coastal ports in Jiangsu Province, the study reveals the advantages and disadvantages of the internal and external environment of the integrated development of Lianyungang Port based on the analysis of the integrated development environment of Lianyungang Port, and summarizes the operations of Lianyungang Port. Based on the basic conditions, a business operation evaluation model for Lianyungang Port was put forward to provide reference and suggestions for the decision-making of the continuous and healthy development of Lianyungang Port.
