摘 要

本文对国内外的健康城市的研究进行了总结，在概括国际概念和经验的基础结合我国实际情况归纳了适合于我国国情的健康城市概念和测度，探究健康城市的建设对我国城市发展和居民健康生活的意义以及在我国的国情和发展战略基础上的健康城市发展空间；同时对城市公共交通与城市发展的关系进行界定，详细讨论了交通对城市形成，发展的之间的关系，探讨了公共交通体系城市对城市可持续发展的重要意义，并以此建立了健康城市和公共交通的耦合关系，着重研究了健康城市内涵下的城市公共交通发展模式，途径和目标，什么样的公共交通对城市来说才是“健康”的，在分析总结定性描述的基础上，做出了一定的定量描述以及标准设定，以此分析在健康城市内涵下建设城市公共交通的目标、战略和具体策略。最后通过对具体案例——南京市公共交通系统建立和发展现状的调研和描述，分析我国建设公共交通体系以达到健康城市发展的目的的策略，方法，展望。

Abstract

Study on the health of the city at home and abroad were summarized in this paper, based on a summary of the concept and experience combined with China's actual situation, summed up the healthy city concept and measures suited to China's national conditions, explore the significance of the construction of healthy city on China's city development and the health of residents living and the situation of our country and development on the basis of the strategy of the healthy city development space; at the same time, the relationship of city public transportation and city development is defined, the relationship between city traffic of city construction and development is discussed in detail, this paper discusses the significance of public traffic on City sustainability, and to the establishment of a healthy city and the coupling relationship between the public transport, focuses on the research of the city public transport development mode of health city connotation, way and goal, what kind of public transport is the "health" of the city, based on the analysis of description, make a quantitative description and set certain standards, in order to analyze the target, strategy and the concrete strategy of the construction of city public traffic in city the connotation of the. Finally, the development status of the establishment of specific cases -- Nanjing city public traffic system and the investigation and description, analysis of the construction of the public transport system in our country in order to achieve the healthy development of the city to the strategy, method, prospect.

第一章 绪论

1.1研究背景及意义

改革开放以来,随着我国经济飞速发展,城市化进程也随之加速,城市“机动化”水平也飙升。与此同时，城市交通作为城市功能的重要组成部分,对城市的经济、环境、区位、形态、发展等产生深远影响,是城市现代化建设骨架也是至关重要的环节，对城市的可持续的健康发展起着决定性的作用。在城市居民对高质量的城市环境和多样、健康、可持续的城市生活的要求随着经济水平的提高而愈发显现的今天，以人为本的城市交通发展也越来越城市建设中重要的一环。

与小汽车相比,公共交通工具具有人均占用道路资源少、客运量大、节能环保等优点,是一种集约化的运输方式。同时,由于公共交通可以为大多数人提供平等的交通出行权,方便快捷、准点率高,体现了社会的公平与效率因此,城市公共交通的发展直接关系到城市整体功能的发挥”^[1]“十二五”及今后一段时期,是我国城市公共交通发展的重要转折点。十一届全国人大四次会议通过的《国民经济和社会发展十二五规划纲要》明确提出:“实施公共交通优先发展战略,大力发展城市公共交通系统,提高公共交通出行分担比例。”^[2] 介于此我国的公共交通发展战略一直向我国公共交通发展事业倾斜，也为其提供了政策保障。
