健康城市公共交通绩效评估指标构建研究

摘 要

随着健康城市，“公交都市”等的概念提出，我国各大城市都积极响应号召，大力发展绿色交通。为了提高城市公共交通服务的服务水平，增加其对公众出行的吸引力，保障政府对公共交通的投资发挥最大效益，公交运营企业实现利益最大化，需要对公共交通绩效水平进行评估，判断其运营及服务水平。

本文首先了解国内外已有的关于公交绩效的研究，掌握关于健康城市，城市公共交通和绩效选取与考核原则的相关概念。其次围绕乘客、公交企业、政府三方按照综合性，客观性，全面性等原则列举出考核指标，利用层次分析法确定各指标的权重，从中选取权重较大的指标构建公共交通绩效评价体系。最后利用构建的指标体系按照基于AHP的模糊综合评价法计算南京市公共交通绩效。

本文的研究成果对于健康城市的公共交通服务绩效评估有一定的理论价值，对于南京市公共交通绩效评估具有一定的实际意义。

Study on the construction of performance evaluation index of public transportation in healthy cities

Abstract

With the concept of "healthy city" and "bus city" put forward, China's major cities have responded to the call and vigorously developed green transportation. In order to improve the service level of urban public transport services, increase their attractiveness to the public, ensure the government's investment in public transport to give full play to the benefits, and maximize the benefits of public transport operators, it is necessary to evaluate the performance level of public transport and judge its operation and service level.

First of all, this paper understands the existing research on bus performance at home and abroad, and grasps the concepts related to healthy city, urban public transport, performance selection and assessment principles. Secondly, the evaluation indexes are listed based on the principles of comprehensiveness, objectivity and comprehensiveness among passengers, bus enterprises and the government. The weight of each index is determined by the analytic hierarchy process (ahp), and the indicators with greater weight are selected to construct the public transport performance evaluation system. Finally, the constructed index system is used to calculate the performance of public transportation in nanjing according to the fuzzy comprehensive evaluation method based on AHP.

The research results of this paper have certain theoretical value for the performance evaluation of public transport service in healthy cities, and have certain practical significance for the performance evaluation of public transport in nanjing.
