摘 要

随着经济的快速发展和人民生活水平的提高，机动车数量迅速增加，作为客运的主要手段，公共交通不仅可以减轻城市交通负担，而且城市公共交通的内部结构复杂，而基础设施建设成本高，考虑到公共交通服务不足，需要大量财政支持才能维持。因此，有必要对公共交通系统的运行效率进行评价和调查，以评价其运行状况，了解其存在的问题和发展前景。

本文首先对国内外公共交通效率评价的发展状况进行了介绍，其次概述了效率评价的基本理论，并详细介绍了DEA方法。在此基础上，确定了评价指标体系并收集江苏省13个市公共交通数据，建立CCR模型，利用DEAP2.1软件进行分析，找出造成江苏省公共交通效率低下的成因，为城市公共交通系统运输效率的提高提供了参考依据。

Analysis of public transport operation efficiency in Jiangsu Province Based on DEA method

Abstract

With the rapid development of economy and the improvement of people's living standard, the number of motor vehicles increases rapidly. As the main means of passenger transport, public transport can not only reduce the urban traffic burden, but also the internal structure of urban public transport is complex, and the infrastructure construction cost is high. Considering the lack of public transport services, a large amount of financial support is needed to maintain. Therefore, it is necessary to evaluate and investigate the efficiency of public transport system in order to evaluate its operation status and understand the existing problems and development prospects.

This paper first introduces the basic theory of public transport and efficiency evaluation, and then introduces DEA method in detail. On this basis, the data of public transport in 13 cities in Jiangsu Province are collected, CCR model is established, and the transportation efficiency of these urban public transport systems is evaluated and analyzed by using deap2.1 software, and the specific factors affecting the transportation efficiency are found out, which can provide a basis for the improvement of the transportation efficiency of urban public transport system.

1.1选题背景及意义

1.1.1 研究背景

江苏省作为交通强国的试点省份，正在为建成现代综合交通运输体系而努力。到现在为止，江苏省交通运输体制较比之前有了很大的完善，交通建设效果逐步显现。

充分发挥城市公共交通的比较优势是江苏省交通运输业加快推进的重要保障。城市综合交通运输体系由轨道交通，道路交通、水路交通、航空交通运输系统构成，而公共交通在上述几类交通运输系统中起着衔接的作用，是城市交通运输系统中不可或缺的一部分。目前，在城市综合交通运输系统日益完善的基础上，公共交通也要内外兼顾，对内要不断完善机制体制，对外需充分发挥其衔接作用，为现代综合交通运输系统高效运行提供重要保证。因此，对公共交通运行效率分析具有重要的现实意义。

1.1.2 研究目的与意义

城公共交通系统的运输效率是评价一个国家或城市公共交通发展状况的基础，反映了该系统的整体潜力，但作为研究的基础，随着城市公共交通的发展，基础设施与公共交通需求之间已经达到了平衡。如果提高内部效率，不断满足日益增长的需求，外部阻力将加大，资源环境问题将变得越来越重要。当前，在不断增加投入的基础上，江苏省的公共交通事业取得了一定的成绩。但随着公共交通的不断发展，外部的环境阻力持续增大。如今人们对出行的需求日益增大，而交通基础设施建设逐步完善，因此提高内部效率成为了新的发展方向。
