摘 要

近年来，我国经济迎来了飞速的发展时期，与此同时小汽车的发展也进入到了一个全新的时代，越来越多的小汽车进入到普通家庭中，小汽车拥有量急剧增加尤其是经济相对发达的城市地区，而“停车难”、“乱停车”已经成为了城市发展绕不开的话题，城市地区的停车问题也逐渐成为了城市发展的拦路虎，在城市不断扩张与发展的过程中也为城市将来的优化与建设带来的很大的问题。

首先通过对城市商业区的停车特征进行调查，了解城市居民在城市商业区的停车问题，通过对其存在停车问题的研究与调查，针对相关问题提出改进措施从而提升城市商业区的停车效率，改善城市商业区的停车现状，并在研究改善的过程中找出针对城市商业区停车问题的一般改进措施，解决城市商业区停车难问题。

其次应考虑城市城市商业区的停车供给与需求关系，了解因供需关系存在的问题从而加强对于供需矛盾的解决，不仅仅是一味的增加新的停车设施而忽略了供需之间的相互关系。因此要积极吸取国内外较为先进的规划管理经验，同时应该针对各个城市不同的发展现状提出相应的改进措施，不仅如此在指导规划建设时应该与城市总体的发展规划相呼应，要在城市发展规划的宏观层面进行规划建设。

然后是针对居民的停车行为的调查，针对城市商业区的居民停车的不同行为采取相应的规划指导意见，加强居民出行的便利性，从而改善城市商业区停车问题得到进一步解决，使得城市商业区的停车需求能够满足居民日常的出行需求。

Abstract

First of all, through the investigation of the parking characteristics of the urban commercial district, we can understand the parking problems of the urban residents in the urban commercial district. Then, according to the investigation of residents' parking behavior, we take corresponding planning guidance for different parking behaviors of residents in the urban commercial area, strengthen the convenience of residents' travel, so as to improve the parking problem in the urban commercial area and further solve it, so that the parking demand in the urban commercial area can meet the daily travel needs of residents.

第一章 绪论

1.1研究背景与意义

近年来城市在不断扩张过程中，城市商业区在发展过程中也逐渐走上了快车道，城市商业区经济高度集中，城市商业区的发展也吸引了大量的居民前来消费与娱乐，随之而来的就是巨大的停车需求，而一般城市商业区在规划建设之初就考虑到了将来所面临的的停车问题，但是城市商业区的或者出售的发展远远超过了预期值，所以就停车难问题采取相应的解决措施如：合理规划停车设施建设、优化停车管理、加强停车法规出台引导居民合理停车，提高停车设施的利用效率，改善城市商业区停车环境。

中国的汽车工业发展较为缓慢而且起步较晚，但是目前也已经经过了长足发展有了较大进步。经过国家发展研究中心的预测等相关部门预测，中国的小汽车保有量正在进入快速发展的阶段，根据国家相关统计部门的分析统计截止2010年，目前国家的小汽车保有量已经达到7176万辆，平均增长速度也达到了15.2%左右。“根据现在汽车的使用情况，50%的车会在城市行驶”据相关部门的调查统计，在全国每百辆车平均有4.8个停车位可供使用。汽车保有量的快速增加和城市停车场建设迟滞之间的矛盾十分突出，直接影响使用效果，影响道路的动态交通，解决停车困难成为当务之急。
