摘 要

区域经济一体化建设的推动下，旅客运输一体化的发展已是必然趋势，整合交通资源、调整各种交通方式之间的协作以适应日益增长的客运需求。美国自二战后因为高速公路的大量建设导致城市私人小汽车保有量的快速增长，因此引发一系列例如人口迁移、城市布局趋于分散化、能源和环境等问题，政府不得不进行旅客运输改革，提升运输服务大力推动旅客运输服务一体化建设从而让人们重新重视公共交通。目前我国正处于运输服务一体化建设初级阶段，面临着当时跟美国比较类似的问题，这些问题的存在延缓甚至阻碍了当前社会经济发展的脚步，进行旅客运输服务一体化建设是解决这些问题的有效措施、也是提升旅客出行服务质量的合理途径。

本文通过搜集美国部分城市旅客运输服务一体化建设资料，分析并总结其经验得失，结合我国目前交通运输发展建设情况，针对具体运输需求特征，提出可供借鉴参考的发展建议。在满足交通运输建设要求的前提下通过运输服务一体化建设让乘客重新认识公共交通并重视公共交通所带来的便捷以及人性化服务。在现有的相关交通设施的基础上进行改善，发展符合国情以及满足旅客出行需求的特色一体化体系，达到科学出行、绿色出行、高效出行将是我国旅客运输服务一体化建设的目标。

Abstract

Regional economic integration driven by the development of passenger transport integration is an inevitable trend the integration of traffic resources adjust the various modes of transport between the collaboration to meet the growing demand for passenger transport. Since the post-World War II the rapid growth of urban private car ownership has led to a series of problems such as population migration urban decentralization energy and environment and the government has to carry out passenger transport reform Enhance transport services to promote the integrated transport of passenger transport services so that people pay more attention to public transport. At present China is in the initial stage of integration of transport services faced with similar problems with the United States at that time the existence of these problems delay or even hinder the current socio-economic development footsteps passenger transport services integration is to solve these problems Measures but also to enhance the quality of passenger travel a reasonable way.

Based on the collection of information on the integration of passenger transport services in some cities in the United States this paper analyzes and summarizes the experience and gains and losses. Based on the current situation of transportation development and construction in our country this paper puts forward some suggestions for reference for specific transportation needs. To meet the requirements of transport construction under the premise of transport services through the integration of construction to allow passengers to re-understand the public transport and pay attention to public transport brought about by the convenience and human services. It is the goal of the integrated construction of passenger transport service in China which will be improved on the basis of the existing related transportation facilities and the development of the characteristic integration system that meets the national conditions and satisfies the passenger travel demand.

第一章 绪论

1.1 研究背景

美国自二战后加速建设高速公路以适应私人小汽车的发展，导致城市人口向郊区迁移，土地利用的密度降低，城市布局趋向分散化，由此带来城市中心地区衰落，能源和环境等方面的一系列问题。由于人口的快速增长和人口需求使得部分城市当地的基础运输设施以及规划面临严重的挑战，为了重新吸引人们使用公共交通，有关城市政府开始大力推动旅客运输一体化的发展，通过推动各种运输方式在一定区域内的相互协作，整合资源，以达到适应区域经济一体化发展对交通运输的要求。为构建安全、便捷、高效、绿色、经济的现代化综合交通运输体系，实现多种交通方式有效组织、协调运营，满足群众多元化的出行需求。此外在政府提出一系列建设措施用于提高当地居民出行质量时，得到了民众积极响应，通过议会投票等方式表达对政府的支持，而且由于民众的配合，当地更大部分税收的资金被用来交通建设，这也是美国运输服务一体化建设得以较为顺利推动的一大主因。

运输服务一体化的建设同时也是经济一体化建设的一部分，为了适应社会经济的进程，交通运输建设就得紧跟经济发展的脚步。我国的运输服务一体化建设正处于初级阶段，科学、绿色、可持续发展将是符合我国国情的建设目标，城市化引领区域经济一体化的发展，随着水平的不断提高，我国城市面积逐渐扩展，居民出行需求也越来越大，但由于人口基数大、城市发展布局受所处环境影响、交通设施建设相对需求较为薄弱、以及更多的私人小汽车导致大部分一线或二线城市处于负荷甚至超负荷状态。通过总结美国部分城市运输服务一体化建设的经验，运用有限的资源来保证我国交通运输建设的正常推进并达到健康和可出续发展。

1.2 研究意义

城市化水平的不断提高，对城市区域规划也提出了新的要求，在这个前提下，区域经济的发展也会受城市交通的制约。城市区域经济一体化的发展趋势，必然是沿着交通的规划方向和城市集聚中心的改变而进行，而市民的出行需求将在这个过程中扮演一个重要的角色。社会分工的不同导致相互之间的需求，大量的经济交流必然导致大量的旅客运输需求，为城市旅客运输带来了很大的压力。此外，虽然我国国土面积较大，但由于地理因素以及气候的制约，适宜人类居住生活的土地资源却非常有限，加上巨大的人口数量，我国城市发展面临着较为紧凑的用地选择。
