摘 要

自2013年上海浦东自贸区正式挂牌成立至今的7年中，上海浦东自贸区作为我国第一片“试验田”，顺应了经济全球化趋势，在经济、对外贸易额、金融制度等方面都取得了辉煌的成果，营造了便利化、国际化的市场环境。本文对中国自贸区的建设研究，将着重于分析中国第一个自贸区——上海浦东自贸区的发展优势，这有助于增强对自贸区区位选择及建设研究的认知进一步加深。

本文运用比较分析法，并配以文献法对相关文献进行收集分析，研究上海市在建立浦东自贸区之前和之后的经济成果对比，制度对比，得出上海浦东自贸区可能存在的问题并提出解决建议，同时也可以就发展前景提出猜想；另外，通过比较上海浦东自贸区和江苏自贸区、香港自贸区的发展状况，得出上海浦东自贸区要在兴起的江苏自贸区之前发挥引领作用，就必须加快制度创新，促进长三角地区之间的经济联动并学习香港自贸区的贸易便利化政策，同时，还要利用上海市经济的辐射效应和聚集效应，扩大外资参与率和本地企业外资参股率，在自贸区内先行先试，便于其他自贸区借鉴经验优势，促进国内经济持续健康高效发展。

Research on Location Selection And Construction of China's Pilot Free Trade Zone -- A Case Study of Pudong, Shanghai

Abstract

In the seven years since the formal establishment of Shanghai Pudong Free Trade Zone in 2013, Shanghai Pudong Free Trade Zone, as the first "experimental field" in China, conforms to the trend of economic globalization, and has made brilliant achievements in economy, foreign trade volume, financial system, etc., creating a convenient and international market environment. In this paper, the research on the construction of China's free trade zone will focus on the analysis of the development advantages of Shanghai Pudong Free Trade Zone, the first free trade zone in China, which will help to enhance the understanding of the location selection and construction of the free trade zone.

This paper uses the comparative analysis method and literature method to collect and analyze the relevant literature, studies the comparison of economic achievements and systems before and after the establishment of Pudong Free Trade Zone in Shanghai, obtains the possible problems of Pudong Free Trade Zone in Shanghai, and puts forward some suggestions to solve them. At the same time, it can also guess the development prospect; In addition, by comparing the development of Shanghai Pudong free trade zone with Jiangsu free trade zone and Hong Kong Free Trade Zone, it is concluded that in order to play a leading role before the rise of Jiangsu Free Trade Zone, Shanghai Pudong free trade zone must speed up institutional innovation, promote the economic linkage between the Yangtze River Delta and learn from the trade facilitation policies of Hong Kong free trade zone, It is also necessary to make use of the radiation effect and aggregation effect of Shanghai's economy, expand the foreign capital participation rate and the foreign capital share participation rate of local enterprises, and take the lead in the free trade zone, so that other free trade zones can learn from experience and advantages, and promote the sustained, healthy and efficient development of domestic economy.

第一章 绪 论

1.1 研究背景

2013年9月29日，中国（上海）自由贸易试验区（后简称上海浦东自贸区）正式成立，它是我国第一个自由贸易试验区，是中国改革开放的先行者和排头兵，占地面积约28.78平方公里，涵盖上海市外高桥保税区、外高桥保税物流园区、洋山保税港区和上海浦东机场综合保税区等4个海关特殊监管区域。七年以来，上海浦东自贸区始终坚持先行先试，制度创新，大力推动外贸投资、简化进出口程序，营造了便利化、国际化的市场环境。随着越来越多的自贸区的兴起，上海浦东如何开拓创新引发了我的思考。为此，我首先从上海浦东自贸区的区位选择入手，从自然优势入手，一步一步的研究。

2019年开始，我国自贸区增设到21家，离上海浦东自贸区最近的江苏自贸区和浙江自贸区也与上海自贸区形成了“长三角经济联动”。一起创新金融制度，促进对外投资，各个自贸区内数据共享，政务服务一体化，共同学习交流，经验共享。一年以来，三个自贸区沟通合作不断加强，江苏自贸区和浙江自贸区不断吸取上海浦东自贸区的制度创新和简化海关手续，并且在未来将持续深入的开展健康、互利共赢的合作。
