外资企业的技术溢出效应对我国制造业技术创新影响

摘 要

创新能力是一个国家综合实力的体现，中国制造业正在一步一步从“中国制造”变成“中国创造”转变，企业的转型与升级是政策的支持，市场的变化和多方资源的整合带来的，而其中外资企业的引入对中国制造业影响不容忽视，当国家和地方通过一系列政策鼓励，支持和吸引外资企业入驻当地时，势必对本地乃至全国的本土企业带来竞争，模仿，技术人员的流动等等一系列影响，这份影响究竟对制造是否产生显著影响，如何表现是本文探究重点。

本文基于中国制造业发展面板数据，通过文献分析法，网络调查与实地访问相结合的方式对制造业的创新能力进行探究，以专利数量等方式展现企业创新发展实力，根据结论总结，对国家下一步的外资政策提供方向性建议。全文分为五个部分，首先介绍了项目的背景、研究的目的及意义，及文献综述，通过对制造面板数据进行说明，分析外资企业的技术溢出对中国产生哪些具体影响，影响程度深浅；结合和比较技术引进、购买下，何种方式对中国制造业技术影响较深，提供总结和建议，在为之后的发展提供建议和思考。本文研究不仅可以评估目前外资企业的技术溢出对国家创新影响，也为后面的此类研究提供意见和参考。

The influence of technology spillover effect of foreign enterprises on independent innovation of China's manufacturing industry

Abstract

Innovation ability is a reflection of a nation's comprehensive strength, China's manufacturing industry is step by step from "made in China" to "created in China" transformation, the transformation and upgrade of the enterprise is the support of policy, the change of market and the integration of various resources, and the introduction of the foreign investment enterprises in the impact on China's manufacturing industry should not be ignored, when state and local through a series of policies to encourage,When supporting and attracting foreign enterprises to enter the local area, it is bound to bring a series of influences on local and even national enterprises, such as competition, imitation, and the flow of technical personnel. Whether this influence has a significant impact on manufacturing and how to express it is the focus of this paper.

Based on the panel data of the development of China's manufacturing industry, this paper explores the innovation ability of the manufacturing industry by means of literature analysis, network survey and field visit, and shows the innovation and development strength of enterprises in ways such as the number of patents. Based on the conclusions and summaries, it provides directional suggestions for the next step of foreign investment policies of the country.Full text is divided into five parts, first introduced the background, research purpose and meaning of the project, and the literature review, through to the manufacturing, panel data analysis technology spillover of foreign companies in China have what specific impact, influence depth, combining and comparing the technology import, buy, how to influence on China's manufacturing technology is deeper, conclusion and advice,In the future development to provide suggestions and thinking.This study can not only assess the impact of technology spillovers of foreign enterprises on national innovation, but also provide suggestions and references for future studies of this kind.

第一章 绪 论

1.1 研究背景

改革开放四十年来，中国经济高速增长常态化，年均GDP增长率稳定在6%-7%，无疑中国成为世界经济大国，然而这种方式的代价也是巨大的，高增长率下衍生资源的低利用率，环境破坏等问题，当通过增加要素投入推动经济增长模式以至极限，发展趋于瓶颈必然需要经济结构的改革带来破而后立，那么经济发展将如何进行呢？答案只有技术的进步，提高资源的利用率以及改善环境问题，中国经济需要从要素驱动向创新驱动转变。

众所周知，工业发展水平体现一个国家的基础实力，反映国家实际水平，而其中最主要就是制造业。从表1.1中得知，我国目前工业生产增值一直保持在1.5%-12.2%，平均增速6.08%，工业增长一直处于略低于GDP增速，但也是中高速发展状态，并且，相对于一、三产业其占比也在不断提高，由原来40.8%涨至46.5%，比例增幅较大。工业的发展将在制造业的进步中体现的更为明显，中国制造到中国智造，需要我们努力创新，改善技术，提升全要素生产率对经济的贡献率来完成。而目前，尽管我国有诸多技术趋于世界前列，例如高铁，航空航天等等，但是同样有很多的制造业产业受到国外壁垒和技术封锁，例如光刻机，电子芯片。这些需要我们尽可能发展基础工业，需要创新，需要新技术的引进。而利用外资公司引入新技术是其中一条重要路径。引进发达国家先进技术，通过理解和吸收，能够在短时间内或许知识和成果，无疑是一种经济，性价比高的模式。
