摘 要

“一带一路”合作倡议提出以来，我国不断地实施“走出去”的措施，同时我国企业也在不断地“走出去”。本文从相关概念界定出发，通过文献综述来阐述什么是对外直接投资与对外直接投资时会遇到的问题。在“一带一路”的背景下，本文通过倡议提出前的年份数据与提出后的年份数据对比，得出“一带一路”倡议的发展状况。同时也通过中国企业近些年对外直接投资的数据，大致概括出在“一带一路”倡议提出后企业对外直接投资的状况。然而在对外直接投资的过程中企业必定会遇到各种各样的问题，因此本文列举出不同的问题，并用不同企业的例子和数据来加以说明。解决问题也将是企业在投资过程中的重中之中，企业也应该沉着应对，高效率的解决问题。本文也根据企业在对外直接投资时遇到的不同问题，提出相对应的策略与建议。希望“一带一路”发展的越来越好，我国企业对外直接投资的发展也能越来越好。

Research On the Current Situation, Problems And Countermeasures of

 Chinese Enterprises" Foreign Direct Investment Under the Strategy of 

"The Belt and Road".

Abstract

Since the "The Belt and Road" cooperation initiative was put forward, China has continuously implemented the "going out" measures, and at the same time, Chinese enterprises are constantly "going out." This paper starts from the definition of relevant concepts and uses literature review to explain what problems are encountered when foreign direct investment and foreign direct investment. In the context of “The Belt and Road”, this paper compares the data of the year before the proposal with the data of the year after the proposal, and draws the development status of the “The Belt and Road” initiative. At the same time, it also summarizes the state of foreign direct investment of enterprises after the “The Belt and Road” initiative is proposed through the data of foreign direct investment of Chinese enterprises in recent years. However, in the process of foreign direct investment, enterprises must encounter various problems, so this article lists different problems and uses different examples and data from different companies to explain. Solving the problem will also be the focus of the enterprise in the investment process, and the company should also respond calmly and solve the problem efficiently. This paper also proposes corresponding strategies and recommendations based on the different problems encountered by enterprises in foreign direct investment. It is hoped that the development of the “The Belt and Road” will become better and better, and the development of foreign direct investment by Chinese enterprises will be better and better.

1.1 研究背景

“一带一路”，是中国的国家级别顶级合作倡议，同时也是“丝绸之路经济带”和“21世界海上丝绸之路”的合称。“一带一路”是我国在依靠中国已有的双多边合作机制的同时，不断借助区域合作这个大平台和古代已有的“丝绸之路”历史价值，与沿线各个国家建立的深度经济合作关系。“一带一路”从2013年由中国国家主席习近平提出并开始建设，到2015年《推动共建丝绸之路经济带和21世纪海上丝绸之路的愿景与行动》这个纲领性文件被国家颁布，再到2018年是提出“一带一路”倡议的第五个年头。每一个代表性的时间，都在代表着“一带一路”的建设一步一步、踏实地往前方迈进，正向稳定、持续发展的阶段迈进。这些年来，“一带一路”建设逐渐成为了国家的主要发展战略，在这种背景下，我国的企业应该抓紧这个难得的机遇，尤其是底蕴深厚的大型企业更应该抓住在这种符合历史潮流发展的机遇，抓紧时机地通过对外直接投资的途径，进一步加快“走出去”的步伐，更快地开拓、发展国外的市场。“一带一路”是一个全球性的合作倡议，其建设必定跨越了各个大洲众多拥有不同政治体制、不同经济发展水平、不同文化背景、不同法律体系的国家。因此我国企业在实施“走出去”的决策时绝对会遇到各类问题，为了确保我国企业在对外直接投资时的安全，对我国企业在对外直接投资时遇到的问题进行研究并提出相关的防范对策，在这时就显得十分重要。

1.2.1 理论意义

“一带一路”开展以来，越来越多的企业选在对外直接投资。但在这过程中依然有许多未知的情况、意外会发生。对外直接投资的问题主要会在哪个环节产生，又会受到哪些因素的影响，只有对以前相关的理论知识进行系统、详细回顾、分析，融合不断推陈出新的现代理论知识，才能较好、较全面的研究上述问题。本文在对外直接投资特定的几个问题和理论的整理基础上，明确了企业对外直接投资的问题控制对策的主要体系。对既往的相关理论和现代理论作系统性的总结，肯定有助于后续的研究者在该领域的深入研究和发展，有助于丰富和完善该领域的相关理论成果。
