江苏省制造业利用外资的产业结构升级效应分析

摘 要

本文旨在通过实证分析研究江苏省制造业产业结构升级与外商直接投资的关系，并且对江苏省制造业如何利用外资发展提出一些建议。

首先，本文吸取了国内关于外商直接投资对东道国产业结构影响的相关理论成果。然后，以收集的资料数据为基础，分析江苏省制造业以及外商直接投资的发展状况，并且利用实证分析检验外资对江苏省制造业结构的影响，得出外商直接投资能够促进江苏省制造业结构升级的结论。最后针提出相应政策建议，使江苏省制造业可以更好地利用外资。

全国人大常委会副委员长曹建明在“2018年国际投资论坛”上发表演讲时提到，改革开放40年以来，中国利用外资已经连续26年位列发展中国家的首位。促进产业结构升级的重要手段就是外商直接投资，我国产业结构转型升级的步子迈的又大又快，而提升国家竞争力的一大手段就是产业结构升级。江苏省利用外资一直是居于全国前列，其中利用外资最多的行业非制造业莫属。是以在此背景下，研究江苏制造业怎么更有效利用外资,有利于促进江苏经济发展。

Analysis on the Upgrading Effect of Industrial Structure of Utilizing Foreign Capital in Jiangsu Province

Abstract

This paper aims to empirically analyze the relationship between the upgrading of manufacturing industry structure in Jiangsu Province and foreign direct investment, and put forward some suggestions on how to use foreign capital in Jiangsu manufacturing industry.

First of all, this paper draws on relevant domestic theoretical results on the impact of foreign direct investment on the industrial structure of the host country. Then, based on the collected data, analyze the current situation of manufacturing and foreign direct investment in Jiangsu Province, and use empirical analysis to examine the impact of foreign capital on the manufacturing structure of Jiangsu Province. It is concluded that foreign direct investment can promote the upgrading of manufacturing structure in Jiangsu Province.

Finally, the corresponding policy recommendations are proposed to enable the manufacturing industry in Jiangsu Province to make better use of foreign capital.In his speech at the "2018 International Investment Forum", Cao Jianming, vice chairman of the Standing Committee of the National People"s Congress, mentioned that since the reform and opening up 40 years ago, China has used foreign capital for the first time in 26 consecutive years. An important means to promote the upgrading of industrial structure is foreign direct investment. The pace of industrial restructuring and upgrading in China is accelerating, and one of the important ways to enhance national competitiveness is the upgrading of industrial structure. The use of foreign capital in Jiangsu Province has always been at the forefront of the country, and the industry that uses the most foreign capital is non-manufacturing. It is in this context that studying how the Jiangsu manufacturing industry can more effectively use foreign capital is conducive to promoting Jiangsu"s economic development.

1.1 研究背景

2018年是改革开放40周年，是全面贯彻十九大精神的开局之年，也是"一带一路"提出5周年，恰好还是投洽会满20届，因此在今年的中国国际投资贸易洽谈会备受关注。

习近平主席为这届投洽会写信祝贺，在信中表示我国对外开放程度只会越来越大，并且希望此次投洽会能够围绕双向投资这一话题开展，为推动形成全面开放新的格局出一份力，为开放型世界经济的建设持续提供动力。由此我国对引进外商投资的重视可见一斑。
