摘 要

我国是农业大国，农产品出口贸易是我国对外贸易的重要组成部分。自从2001年12月11日我国成为世界贸易组织的正式成员以来，在对外贸易额迅速增长的同时，我国也面临着新的贸易障碍—技术性贸易壁垒。伴随着世界经济一体化和贸易自由化的发展，技术性贸易壁垒正在逐步代替传统的贸易壁垒，成为世界各个国家调整贸易利益的主要管理手段。同时，技术性贸易壁垒是发达国家非关税壁垒的主要形式，作为最大的发展中国家，同时又是农业大国，研究技术贸易壁垒对农产品出口的影响与对策是极其重要的。

本文采用理论分析和实证分析相结合的分析方法，包括有图表的形式；分析了目前我国农产品出口面临技术贸易壁垒的现状：一方面由于我国农产品自身的质量问题，另一方面由于外国技术性贸易壁垒的强制不合理的条款，我国农产品的出口状况十分严峻；揭示了我国农产品出口遭遇技术贸易壁垒的影响：在我国农产品频频被拒之门外的同时，外国技术性贸易壁垒也在不断要求我国提升农产品自身的质量；提出一些我国农产品应对技术贸易壁垒的对策或建议，包括从政府，行业协会以及农产品出口企业三个方面进行应对。

Impact and Countermeasures of Technical Trade Barriers on Agricultural Exports

Abstract

China is a agricultural country, agricultural product export trade is an important part of our foreign trade. Since December 11, 2001 ,our country has become a full member of the world trade organization, and the value of foreign trade grew rapidly, at the same time, our country has been faced with new trade barriers-technical barriers to trade. Along with the development of world economic integration and trade liberalization, the technical barriers to trade has become each country’s main management means to adjust the trade interests which are gradually replacing the traditional trade barriers . At the same time, the technical barriers to trade is the main form of non-tariff barriers in developed countries, as the biggest developing country and a agricultural country, studying the effect of technical trade barriers to agricultural exports and measures is extremely important.

This article uses the method of combining theoretical analysis and empirical analysis, including the form of chart; It analyses the current status of our country"s agricultural exports facing technical barriers to trade: on the one hand, due to the quality problem of the agricultural products in China, on the other hand, due to the unreasonable force of foreign technical barriers to trade terms, our country agricultural product export situation is very serious;It reveals the influence of China"s agricultural exports encountered technical barriers to trade: when our country agricultural products are repeatedly rejected , the foreign technical barriers to trade are required to improve the quality of our agricultural products,It puts forward some countermeasures or suggestions to cope with technical barriers to trade of agricultural products , including from three aspects of the government, industry association and the agricultural product export enterprise.
