摘 要

高技术企业作为一个有技术含量的体系，必然会受到技术和环境的影响。因为知识的流动性以及相关资源要素之间的联系，形成了与之相关的员工激励机制和管理组织结构模式,这样就决定了该技术成果的开发与应用。在这样的体系里,资源要素会发生一些变化，尤其是技术这种核心的要素，会对企业的发展产生很重要的作用。加入WTO三年，已有很多的跨国公司加入进来，进入了中国这块广阔的市场，与国内企业共同竞争，抢夺国内的资源。身为技术含量高，有着良好成长环境的高技术企业，是未来促进经济增长的坚实力量，他们既要面对国内企业带来的种种竞争，又要迎接国际环境中更为严峻的挑战。所以，如何正确选择经营策略，对于我国高技术企业能不能顺利的走出去，在国际市场有一席之地极为重要。

本文绪论部分阐述了研究背景和研究意义以及文章框架，之后综述了相关的文献，说明了本文的主要内容。其次，本文归纳出高新技术企业在跨国经营中所面临的风险及其防范措施，为我国高新技术企业的发展提供了参考。再次，基于对我国高新技术企业发展概况的分析，本文基于政治环境、经济环境、文化环境分析了我国高新技术企业的发展所面临的风险，以及我国高技术企业面临风险的应对措施。同时，在前文的基础上以华为公司为例分析了其在跨国经营时的风险与防范。最后对我国高新技术企业的跨国经营模式提出相应对策。

Abstract

As a high-tech enterprise tech system will inevitably be affected by technology and the environment. Contact liquidity because of knowledge and resources between the elements, associated with the formation of a staff incentive mechanism and management structure mode, which determines the development and application of technological achievements. In such a system, the resource elements will be some changes, especially the core elements of this technology, the development of enterprises will produce a very important role. Accession to the WTO three years, there have been a lot of multinational companies join into this vast market of China, with domestic enterprises to compete to snatch the domestic resources. As a high technology content, has a good environment for the growth of high-tech enterprises, the future economic growth of solid power, they have to face all kinds of domestic enterprises to compete, but also to meet international environment more severe challenges. So, how to choose the right business strategy for our high-tech enterprises can successfully go out, have a place in the international market is extremely important.

The introduction of this article describes the background and significance of the article frame, then the related literature review, and explains the main contents of this article. Secondly, this paper concludes the risk of high-tech enterprises in transnational business faced and preventive measures for the development of high-tech enterprises to provide a reference. Again, based on our analysis of the development situation of high-tech enterprises, Based on the political environment, economic environment, cultural environment analysis of the risk of developing high-tech enterprises are facing, as well as responses to our high-tech enterprises at risk. At the same time, based on the foregoing analysis of Huawei"s case at the risk and prevention of transnational business. Finally, our high-tech enterprises transnational business model put forward countermeasures.

第一章 绪 论

1.1 研究背景

从 20 世纪 90 年代初开始，中国通信设备制造业经历了技术引进、模仿跟踪到创新发展的过程。1996年，华为、中兴、烽火、大唐作为民族通信企业的代表已经开始拓展海外市场之路。经过几年的积累的力量，他们在海外市场取得了显著成绩。

华为的成长过程和国际化的道路走的艰辛而又艰巨，华为最初是一家在香港的一级代理企业，高科技民营企业模拟开关， 然后逐渐发展成为一个研究和发展，在通信网络技术与产品的生产和销售，专门为电信运营商提供光网络、固定网、移动网和增值业务领域的网络解决方案、中国电信市场的主要供应商之一，并已成功进入全球电信市场，实现国际化经营。
