摘 要

在经济全球化深入发展，国际贸易体系重构，我国经济发展进入新常态的背景下，各个国家级新区都肩负着开发开放的战略使命，而作为深入推进西部大开发战略、“一带一路”国家战略和长江经济带区域发展战略的关键着力点，天府新区的发展更是承载了来自国家和人民的厚重希望。因此，本文以天府新区为研究对象，在前人的研究基础上，构建了天府新区国际化水平的评价指标体系，并运用定性分析与定量分析相结合以及横向比较与纵向比较相补充的方法，描述了天府新区的国际化发展现状，再基于SWOT分析方法对其施行国际化发展战略的比较优势、不利条件、发展机遇和潜在威胁进行了深入分析与探讨，接着在此基础上提出了天府新区国际化发展的战略选择（高效发展、开放发展、绿色发展）、战略步骤（发展跨越阶段、发展冲刺阶段、发展成熟阶段）以及每个阶段的战略目标，再以其所处的国际化发展阶段为出发点，结合地理环境、资源条件、经济状况、管理体制等个性特征，阐述了天府新区国际化发展的战略举措，最后指出了天府新区实施国际化发展战略的保障措施，希望能对当前国家级新区的研究作出一些补充，为天府新区乃至所有国家级新区实行国际化发展战略提供一些参考。

Abstract

Under the background of in-depth development of economic globalization, the reconstruction of the international trade system, and the new normal of China's economic development, all national-level new districts shoulder the strategic mission of development and opening up.As a key point for deepening the strategy of developing the western region, the “Belt and Road”and the Yangtze River Economic Belt, the development of Tianfu New District carries a heavy hope from the country and the people.Therefore, this paper takes Tianfu New District as research object, and builds the evaluation index system of the internationalization level of Tianfu New District on the basis of previous studies，and uses the method of qualitative analysis，quantitative analysis，horizontal comparison and vertical comparison to deeply analyze the international development status of Tianfu New District.Furthermore，based on the method of SWOT analysis, the advantages, disadvantages, opportunities and challenges of implementing the international development strategy are analyzed and discussed in depth.Then on the basis of it, the strategic choices (high-efficiency development, open development, green development)，strategic steps (leapfrogging stage of development, sprinting stage of development, mature stage of development) of Tianfu New Area's international development and strategic objectives of each stage are proposed.And taking the international development stage in which it is located as the starting point, considering the geographical characteristics, resource conditions, economic conditions, management system and other personality characteristics, the strategic measures of the international development of Tianfu New District are expounded.Finally, this paper proposes the safeguard measures for the implementation of the international development strategy of Tianfu New District，It hopes to supplement current research for the national new district and provide some reference for the international development strategy of Tianfu New District and even all the national-level new districts.

绪论

研究背景及意义

伴随着经济全球化在世界范围内的深入发展，当前的全球贸易体系呈现出重新构建的趋势，TISA（国际服务贸易协定）和TPP（跨太平洋伙伴关系协定）等种种区域性的贸易协定预示着一个水平更高、更加适应经济潮流的自由贸易体系，越来越多的城市和区域牢牢抓住这一发展机遇，顺势而上，逐渐变成了世界的贸易枢纽。而为了在激烈的国际竞争中掌握住主动权，从宏观政策层面，国家于2013年提出了“一带一路”这一伟大的战略构想，这是突破上述双重压力的重大战略设计，可以通过与亚欧国家开展更广泛、更频繁、更深层次的经贸合作，开辟出新的国际市场，以降低我国对欧美这类传统市场的依赖性。从微观政策层面，要求有新的政策工具出现来有效应对新的政治经济格局，加强国家与周边经济体互联互通，并尽可能多的为我国各个地区提供新的发展机遇。
