摘 要

可持续发展是全球发展的目标和方向，是我国一项基本国策，是西藏区域提升整体发展水平的战略。本文通过因子分析法对西藏区域可持续发展进行综合评价，主要研究近几年西藏自治区可持续发展演变过程和西藏区域各县可持续发展的情况，并做出了综合评价而且各县及各县所属的地区可持续发展能力进行比较。西藏自治区可持续发展演变过程分析中使用2009年至2017年的社会、经济和资源环境系统的22个指标的数据，西藏区域各县可持续发展评价中选取各县12个指标，且本文运用2009年的数据作为样本数据，然后用SPSS软件计算因子综合得分和排序，从而分析得出西藏区域整体可持续发展方面反映出在2013年前处于不可持续状态，但2013年开始表现各系统可持续发展能力加强的演变过程；比较各县综合得分可知各县可持续发展在各个领域内存在差异，可持续不协调、不平衡，而且因子得分结果反映了不可持续状态的县数量多于处在可持续发展的县数量，这表明西藏区域整体可持续发展能力较弱。西藏区域作为边境少数民族的地区，可持续发展起步慢导致整体发展能力偏低，但各方面的政策调控力度大，西藏整体可持续发展速度加快几年内各方面的发展程度变动大，因此，本文研究能够相对准确地反映西藏区域可持续发展现状。

Abstract

Sustainable development is the goal and direction of global development. It is a basic national policy of China and a strategy to improve the overall development level of Tibet. This paper makes a comprehensive evaluation of the sustainable development of Tibet region through the factor analysis method, mainly studies the evolution process of the sustainable development of Tibet autonomous region in recent years and the situation of the sustainable development of all counties in Tibet region, and makes a comprehensive evaluation and compares the sustainable development ability of all counties and their regions. Evolution of Tibet autonomous region sustainable development from 2009 to 2017 is used in the analysis of social, economic and resource environment system of 22 indexes of data, the evaluation of the sustainable development of Tibet area counties in selected counties in 12 indicators, and applying the data of 2009 as sample data, and then use SPSS software to calculate the factor comprehensive scoring and sorting, so as to analysis the Tibet area reflects the overall sustainable development in the 2013 years ago in an unsustainable state, but in 2013 began to sustainable development ability strengthens the evolution of the system; By comparing the comprehensive scores of each county, it can be seen that the sustainable development of each county is different in various fields, and the sustainable development is not coordinated and balanced. Moreover, the factor score results reflect that the number of counties in the unsustainable state is more than the number of counties in the sustainable development, which indicates that the overall sustainable development ability of Tibet is weak. Tibet area as a frontier minority areas, the sustainable development started slowly cause the overall development ability is low, but in terms of policy measures, Tibet's overall sustainable development speed in a few years changes in all aspects of the development degree is big, therefore, this paper studies can relatively accurately reflect the current state of the Tibet regional sustainable development.
