摘 要

我国经济发展存在的经济发展不平衡、不协调、不可持续的问题，长期无法缓解和得到有效的解决。近年来，我国经济进入新常态，经济增长已经进入质量型增长阶段，提高经济增长质量与效益成为当前中国整体经济增长的主题；此外，我国现行转移支付制度存在目标不明确、结构不合理、缺失法律立法和监督管理等问题。研究转移支付与地方经济增长质量的关系，有助于改善我国转移支付制度，充分发挥转移支付对于经济增长质量的提升作用。

本文基于“五大发展理念”提出的创新、协调、绿色、开放、共享概念，利用主成分分析法，建立经济增长质量五大方面质量指标，基于中国2005—2016年的31个省际面板数据，实证分析中央转移支付对于地方经济增长质量的影响情况，结果表明：（1）从综合质量指数来看，转移支付对于经济增长质量综合指标的影响显著为负。（2）从分类质量指数分别来看，转移支付的创新和绿色方面的经济增长质量效应显著为负，说明转移支付抑制经济增长质量在创新和绿色方面的提升；但转移支付对协调和共享方面存在明显的积极作用，表明转移支付在协调和共享方面有效促进了经济增长质量的增长，对开放的影响则不明显。（3）分地区来看，转移支付对于东部地区经济增长质量效应显著为正，而对于中部河西堡西部显著为负。

Abstract

The problems of unbalanced, uncoordinated, and unsustainable economic development in China’s economic development cannot be alleviated and effectively solved in the long term. In recent years, China’s economy has entered a new normal, economic growth has entered the stage of quality growth, improving the quality and efficiency of economic growth has become the theme. In addition, China's current transfer payment system has problems such as unclear goals, unreasonable structure, lack of legal legislation, and supervision and management. Studying the relationship between transfer payments and the quality of local economic growth will help improve China's transfer payment system and give full play to the effect of transfer payments on the quality of economic growth.

Based on the concepts of innovation, coordination, green development, opening up, and sharing based on the " Five Development Concepts ", this article uses the principal component analysis method to establish the five indexes of economic growth quality. The perspective of economic growth quality, the province of China from 2005 to 2016 The panel data is a sample, empirically testing the quality effect of the central government's economic growth on local transfer payments. The results show that: (1) From the perspective of the comprehensive quality index, the quality effect of the economic growth of transfer payments is significantly negative. 2) From the perspective of the five indices, transfer payments are greatly negative for innovation and green, but the impact on coordination and sharing is not positive, and the impact on opening up is not evident. This shows that transfer payment inhibits the quality of economic growth in terms of innovation and green improvement, but promote the growth of economic growth in coordination and sharing. (3) From a regional point of view, in the eastern region, the quality of economic growth is obviously positive, while for the western region and the central region, there is an inhibitory effect.

研究背景和意义

背景

我国经济发展自改革开放以来，已经取得了巨大的成果。与此同时，在经济的快速增长过程中，随之而来的环境污染、贫富差距拉大、资源消耗过度等问题也越来越突出。我国经济发展存在的经济发展不平衡、不协调、不可持续的问题，长期无法得到缓解和有效的解决。

近年来，我国经济进入新常态，中央经济工作会议上指出我国特色社会主义发展已经步入了新阶段，我国经济发展也步入了新阶段，这一新阶段的基本特征就是我国经济增长已经从追求快速增长的速度型阶段转向了注重全面发展的质量型增长阶段。当前的经济增长要求不能只关注GDP的增长，而要同时考虑环境、创新、民生等多方面的因素。随着我国经济增长从高速增长阶段像中高速发展阶段转变，当前经济增长的目标也由单纯追求数量上的增长转向同时关注经济增长的质量以及效率。由此可见，提高经济增长质量与效益成为当前我国整体经济增长的主题。
