摘 要

科技是第一生产力，而创新也是民族发展的支柱和不竭动力；科技创新对于一个国家是至关重要的，城市作为科技创新的载体，在推动经济发展、促进社会进步等方面具有重要的作用。

在全球化背景下，传统经济发展方式已经无法适应国家的发展，创新型经济已经成为衡量各个国家综合国力的又一指标，是经济可持续发展的保障。自改革开放以来，苏南地区通过发展民营企业和外向型经济，实现了经济的成功转型，社会得到迅速发展，人民生活水平不断提高。但是由于经济全球化，国际形势不断严峻，过去经济发展方式中的不足逐渐暴露，怎样抓住机会，努力促进传统经济形式向创新型经济发展转变已经成为建设苏南创新型城市的动力。

本文首先对创新型城市等相关概念进行界定，其次从苏南实际出发，分析苏南地区在建设创新型城市中遇到的产业结构不合理、城市之间差距较大、创新投入力度不够等问题，深刻剖析，阐述了各种生产要素对于发展创新型经济的作用，分析了发达国家建设创新型城市的先进经验，最后对苏南创新型城市建设提出了以政府为主导，切合实际，充分利用创新资源，营造文化氛围的建议。

RESEARCH ON ESTABLISHING INNOVATIVE CITY

IN SOUTHERN JIANGSU

ABSTRACT

The science and technology is the primary productive force, and the innovation is the pillar and the inexhaustible motive force of the national development. Scientific and technological innovation for a country is crucial. It is pretty important for the city as the carrier of scientific and technological innovation to promote the development of the economy, and the social progress.

In the background of globalization, the traditional mode of economic development has been unable to adapt the country’s development. Innovative economy has become an index for measuring country’s comprehensive native strength and has been the guarantee of the sustainable development of economy. Since the reform and opening up, the southern area of Jiangsu Province successfully realized the transformation of the economy, the rapid development of the society, and the improvement of people’s living standard through the development of private enterprises and export-oriented economy. But as a result of economic globalization, the international situation continues to severe, lack of the past in the way of economic development gradually exposed, so how to seize the opportunity to promote the traditional economic form to a shift in the development of the new economy has become a force of Southern area of Jiangsu innovative city construction.

The paper firstly defines the related concepts, and then analyzes the problems encountered in the southern area of Jiangsu Province and expounds the various factors of production plays a role in building an innovative city from the reality of southern Jiangsu. Finally, the paper puts forward the relevant suggestions of building an innovative city of Southern Jiangsu.

1.1.1 研究背景

当今社会经济发展迅速，传统的经济发展方式已经跟不上城市发展的脚步，创新是现代经济增长以及经济结构转型升级的重要动力。将科技和创新有机结合起来对于城市发展及建设具有非常关键的意义。资源是建设创新型城市的首要载体，科技是有效手段，将资源、科技等要素与建设创新型城市结合起来能加快创新型城市的建设，从而不断提高创新水平和中国的国际竞争力。

在“创新型城市”这一概念中，“创新”和“城市”都是构成的重要元素，可以分开来看。创新作为推动力，为城市经济发展和经济结构优化提供了有利条件和契机。城市要想拥有旺盛的生命力，创新是必不可少的一个条件。城市发展到一定程度，服务业、知识经济等发展到一定规模，慢慢就会取代过去的工业化经济。创新会发生在城市的各个领域中，包括经济、科技、公共事业等各个方面，是一种全面的、持续的过程。城市要想有一个飞跃试的进步，创新是必不可少的。
