摘 要

“新常态”下，产业科技创新对于经济发展的推动作用越来越强。2008年国际金融危机以来，全球科技革命与产业变革蓄势待发，我国处于增长速度换档期、结构调整阵痛期、前期刺激政策消化期“三期叠加”的特殊阶段。在此阶段下，必须依靠技术进、步劳动力素质提高和科技创新，来培育经济增长新优势，最终达到提高经济发展质量和效率的目的。同时适应和引导新常态的关键是实现发展动力的转换，因此创新成为可持续发展的新动力。

建设具有全球影响力的产业科技创新中心，是江苏推进供给侧结构改革、增强企业创新能力、建设制造强省的重要内涵，是实现“经济强”的重大举措。本文将着眼于科技基础、产业基础和制度基础等三个层面，分析江苏省建设具有全球影响力的产业科技创新中心的现实基础以及与其他区域相比的优势和不足，构建较为科学地、具有针对性和可操作性的指标体系，并利用因子分析法对指标体系进行分析，最终得出科技创新环境、科技创新能力、产业科技成果是江苏省建设产业科技创新中心的关键驱动因素。并根据分析得出的关键驱动因素，阐述了建设具有全球影响力的产业科技创新中心的作用机制，即由市场主导的驱动机制和由政府主导的激励机制，同时对于如何建设产业科技创新中心做了路径分析。最终基于上述结论，并利用SWOT分析法得出江苏省建设产业科技创新中心的发展思路及相关举措，进一步地，提出相关较具有实践性和可操作性的实施方案。

A Study on the Mechanism, Paths and Countermeasures of Jiangsu's Construction of Industry Science And Technology Innovation Center With Global Influence

Abstract

Under the new normal, the importance of industrial technology innovation has become increasingly prominent. Since 2008, the international financial crisis, the global scientific and technological revolution and industrial revolution gaining momentum. China is in the stage of the "three phase". In this stage, we must rely on technological progress to improve the quality of labor and scientific and technological innovation, foster new economic growth and improve the quality and efficiency of economic development.

Construction of industrial technology innovation center with global influence, is the important connotation of Jiangsu to promote the supply side structural reforms , enhance the innovation ability of enterprises and construct manufacturing province, and is the major initiatives of achievement "strong economy" .This article will focus on three aspects of science and technology foundation, industry foundation and system foundation to analyze the practical basis of the construction of Industrial Science and Technology Innovation Center of Jiangsu province with the global influence and advantages and disadvantages compared with other regions. And we also constructed a scientific, targeted and operable index system. Using factor analysis method, we concluded that science and technology innovation environment, science and technology innovation ability, industry science and technology achievement is the key driving factor of construction of industry science and technology innovation center of Jiangsu Province. And according to the analysis of the key driving factors, to expounded the mechanism of the construction of the industrial science and technology innovation center with global influence: That is the market driven mechanism and the government incentive mechanism. Eventually, on the basis of the above conclusions, and using the SWOT analysis method, to obtain the development ideas and related initiatives of construction of Jiangsu’s industry science and technology innovation center, and further, put forward some practical and operational implementation of the program.
