新型城镇化过程中的金融支持效率研究

摘 要

党的十八大会议已经被纳入到我国未来发展工作之中，特别指出要改变我国现有的经济增长模式，将城镇化发展纳入到经济增长方案中，要实行绿色、环保、节约的城镇化发展道路。在改方案下，金融作为当代经济的基础，在我国城镇化建设中发挥着巨大作用，以金融体系为屏障，由以往发展大城市为主向发展二三线城市转移，并且扶持二三线城市和小城镇向大城市靠拢。而小城镇建设过程中的基础设施建设和房地产需要大量开发资金，必须依靠强大的金融支持才能做到。然而，城镇化的资金缺口并不能单单依靠国家财政才填补，金融服务的大力支持才能完善和加速这一过程。

从历史经验上看,城镇化进程的加快得益于金融业的快速发展,于此同时，金融业主要通过信贷资金投向、金融机构分布、货币政策导向等方面对城镇化进程造成影响。据此笔者来分析不同种类的金融和金融与城镇化的作用机制对我国城镇化的影响程度，可以借此得到城镇化进程中问题的解决方法,为我国城镇化建设提供更好的金融支持。在该过程中，笔者将用实证分析和理论分析来构筑新型城镇化下的完整金融支撑框架，在本文的最后总结了我国城镇化发展是如何促进经济快速增长。

Abstract

The 18th National Party Congress report takes the new urbanization construction as the development strategy of China in the next step. China will put the concept of ecological civilization and the principle of full integration into the whole process of urbanization, taking the road of new style, making the urbanization intensive, intelligent, green, low carbon. In the new urbanization way, small towns and rural areas should achieve a balanced development, and take a road of integrated development. There is not only the need of increasing the income of farmers, achieve the development of agricultural modernization, but also the need of reform and innovation to related system, steadily promote the development of urbanization, more need of improving the medium-sized and large city functions, enhance the city infrastructure, public services and resources, etc. however, national finance cannot compensate for urbanization funding gap, financial intervention is very essential.

From the history experience, the development of the financial industry will promote the acceleration of the urbanization process, meanwhile, the financial industry mainly effect the process by the distribution of financial institutions, credit funds, monetary policy and other aspects. I ascertain the influence of interaction mechanism between finance and urbanization and the different types of finance in China's urbanization, and it will help to solve problems in the process of urbanization in China, providing better financial support for the construction of China's urbanization. In this process, the author constructs the financial support system of China's new urbanization by using theoretical analysis and empirical analysis. Finally i put forward the advice for the development of urbanization by the support of finance.
