摘 要

医师、护士的职业注册登记是卫生计生行政部门依法履行行业准入管理职责的重要手段。近年来互联网高速发展，传统的职业注册登记流程已经不能满足医师、护士日益增长的需求，对医师、护士实行电子化注册管理的方案应运而生。

论文首先对现今电子政务进行介绍，阐述了电子政务的优势以及存在的问题。接着引出电子政务平台承载的主要应用之一：网上审批系统的相关介绍，然后研究了系统设计过程中用到的数据库、工作流、struts2、AngularJS、J2EE等相关技术。

论文采用了面向对象的分析和设计方法，分别从系统总体要求、总体架构、功能性需求、设计与实现等方面对系统进行分析。并对业务流程，系统页面结构等进行了详细设计。解决了业务工作流程设计、前端界面布局设计、系统数据库设计等关键问题。

系统实现了业务流程可视化、日志信息查看、相关业务查询、当前待办事项清单等一系列功能，初步达到了论文的设计目标。

Abstract

The occupational registration of doctors and nurses is an important means for the health and family planning administrative department to perform industry access management duties according to law. In recent years, the rapid development of the Internet, the traditional occupational registration process has been unable to meet the growing needs of physicians and nurses, and the implementation of electronic registration management for physicians and nurses has emerged.

The paper first introduces the current e-government, expounds the advantages and problems of e-government. Then it introduces one of the main applications carried by the e-government platform: the related introduction of the online approval system, and then studies the related technologies such as database, workflow, struts2, AngularJS and so on used in the system design process.

The paper adopts object-oriented analysis and design methods, and analyzes the system in detail from the aspects of system requirements, overall architecture, functional requirements, design and implementation. The J2EE technology, business process, system page structure, etc. are designed in detail. It solves key problems such as business workflow design, front-end interface layout design, and system database design.

The system implements a series of functions such as business process visualization, log information viewing, related business query, and current to-do list, and initially meets the design goals of the paper.

第一章 绪论

1.1选题的背景和意义

20世纪80年代以来，西方各国为迎接新技术革命和经济全球化的挑战，纷纷兴起了以“政府再造”为主题的行政改革浪潮。所谓“政府再造”，一方面是对行政审批流程进行再造，让其运作更加高效，另一方面是绩效管理的实施，绩效管理要求做到过程管理和结果导向并重^[1]。在这个信息技术飞速发展的时代，人们开始倡导建设智慧城市，推行互联网 ，这使得政府部门需要不断地调整和改进自身的行政运作方式。在群众日益增长的业务需求下，原有的办公模式已经显得力不从心，由此引发的各种问题也亟待解决。网上审批作为一种新的审批模式，不断地冲击着传统的行政审批，这使得后者的弊端日渐显露出来，比如：办理手续过于繁杂、效率低下、办公地点分散、单位信息不对称等。办事群众往往需要多次往返于各单位间，咨询相关事项、提交相关材料、询问办理进度、领取相关证书。办事时间周期长，流程繁琐，政府的行政审批模式迫切需要转型。

经济与社会信息化的先决条件是发展电子政务。相关部门应紧跟时代步伐，将信息技术、通信技术及管理理论应用于实际，并使用相关网络技术集成管理和服务，实现系统组织结构、业务执行流程的优化重组。同时，相关部门通过这种方式合理地行使社会管理职能，一方面可以解除办理业务过程中地点分散，时间分散的限制，另一方面可以向公众提供规范、公正的优质社会服务。
