摘 要

本文主要借助比较研究方法和个案研究方法，通过对北京，淮南，唐山等地区供给侧方面结构性改革推动地区产业结构转型的案例的研究，再通过对长沙市这些年的产业结构的数据分析，得出长沙市所处的工业化阶段及三次产业的依次对比，提出相关问题，在提出建议对问题加以解决，所得结果对于长沙市的产业结构优化升级具有重要的指导意义。

研究结果表明：在对长沙市历年的产业结构数据进行了分析研究之后，在参考了其他城市的供给侧改革意见和建议之后，提出了加强对标志性工程企业的调度，加大对工业的投入力度，调整工业发展总体思路，发挥城市优质资产和优势产业的发展潜力，以优补劣，以强补弱，安全渡过经济运行不稳定期等的具体策略

本文的特色：主要通过案例的对比研究，对于国内比较有特色的供给侧改革经验，并分析了长沙产业结构的状况，来得到相关于长沙市的产业结构转型意见。

Abstract

In this paper, using comparative study method and case study method, through to the Beijing, huainan, tangshan regions such as the supply side in terms of structural reforms to promote the case studies of regional industrial structure transformation, and through the analysis of industrial structure of changsha city in recent years data, it is concluded that in changsha city's stage of industrialization and three industry, in contrast, related problems, put forward the Suggestions on problems to solve, the results of changsha city has an important guiding significance to the optimization and upgrading of industrial structure.

The results show that in the past years in changsha city, this paper analyzes the industrial structure of the data, on the supply side of the reference for other cities after the reform ideas and Suggestions, put forward to strengthen the scheduling of landmark project enterprise, intensify investment in industry, adjust the industrial development the overall train of thought, development of the city high quality assets and competitive industries, with optimal repair bad, strong to weak, security through the concrete strategy of the economic operation of instability and so on

This article features: mainly through the contrast of case study, to compare the supply side of the distinctive domestic reform experience, and analyzes the status of the industrial structure of changsha, in changsha city to get related to industrial structure transformation

第1章 绪论

1.1选题背景

目前情势下,中国的经济情况和世界的经济状况都处于下滑阶段,大量的被之前经济高速增长的表面现象所掩盖的问题逐渐显现。对于中国经济本身而言，中端以下产品产能过剩、中端以上产品供给不足导致的供需结构失衡以及由此带来的产业结构升级、体制优化提高等问题,都从根本上制约着中国经济可持续，稳定的发展。在当前改革推行深化的情况下，为了解放生产力的目标，解决出现的各种经济问题，需要改革中心从需求侧逐渐转移到供给侧，这就需要政府增加有效供给的中长期宏观调控,实施经济体制机制的结构性调整,应是推动中国经济长期向好发展的重中之重。

习近平总书记近年来多次大会中指出: “在适度的着力于总需求的问题解决的同时，也要着重于供给侧结构性改革，双管齐下才是解决问题的好方法，这就要着力提高供给的效率和速度，完善供给结构，使得经济能在持续稳健中逐步发展，实现我国生产力水平的质的飞跃。”然而自改革开放以来，长沙为了追求前期经济的快速增长，主要是在需求侧出台各种政策解决各项经济问题，从当前的形式和政策来看，强调由消费投资和出口三驾马车带动的需求侧体系，已经不适用于经济的持续发展，三去一降一补的供给侧改革才是经济改革，产业转型的主流推动力^[1]。

自长沙经济发展到近几年的经济状况，需求侧方面也就是由消费投资和出口三驾马车的动力已经缺乏后续性。需要解决当前问题，需要寻找到新的经济增长点，这就需要着眼于需求侧方面进行改革
