摘 要

党的十八大以来，以习近平总书记为核心的党中央坚持党要管党、从严治党，并从战略高度出发，对党的建设进行布局和谋划，从而形成了全面从严治党战略。2016年2月底开始到4月底，十八届中央第九轮巡视对国家发展改革委、国家信访局等共计32家单位的党组织进行了专项巡视，并且对安徽、辽宁、湖南、山东等4省份进行了“回头看”，将全面从严治党战略推向新的阶段。做到从严治党，必须做到增强管党治党意识、真正落实管党治党责任。落实好党委的主体责任，是各级党委的职责所在，是全面从严治党的必然要求，是加强党风廉政建设和反腐败斗争的迫切需求，符合全党和全国各族人民的根本利益。本文以全面从严治党战略为背景，对党委主体责任的概念进行探讨，并通过对党委主体责任落实情况现状的分析，得出其存在的问题，进而提出落实全面从严治党主体责任的对策。

ABSTRACT

Based on the background of a comprehensive strategy strictly, discusses the concept of the main responsibility of Party committees, and through the analysis of the status of the implementation of the main responsibility of the Party committee, the existing problems and put forward some countermeasures to implement a comprehensive strictly responsibility.

1.1研究背景

党的十八大以来，以习近平总书记为核心的党中央重申党要管党、从严治党，并且从战略高度出发，对党的建设进行布局和谋划，提出了全面从严治党战略，进而形成了“四个全面”的战略布局。党的十八届三中全会通过的《决定》指出，落实党风廉政建设责任制，党委负主体责任，纪委负监督责任。习近平总书记在十八届中纪委第三次全会上又进一步强调，全面从严治党，要落实党委的主体责任以及纪委的监督责任。但是在现实当中，有一些党委(党组)对于落实全面从严治党的主体责任,存在着比较严重的认识偏差和落实困难,进而导致了各级党委对管党治党工作忽视。“为此,要加强党委落实全面从严治党的主体责任必须补好思想认识的课、结好责任体系的网、组好党务人才的队、树好带动示范的旗[^[1]]”。

2、党委主体责任落实情况。本研究以十八届中央第九轮巡视反馈情况为依据，通过对部分部委和省委主体责任落实情况的调查统计，找出其中存在的主要问题，并分析、探究党委主体责任落实不到位的原因。
