摘 要

人类社会经济的快速发展以及对能源需求的迅速增加在满足人们日益增加的物质需求的同时，也使得人与能源环境之间的矛盾日益突出。为此，节约能源、保护环境已经成为全世界重视的问题。在这样的趋势之下，节能环保产业应运而生，并且由于其迅速产生的社会与经济效益，开始成为各国经济的新增长点。

作为解决人与资源环境矛盾重要途径的节能环保产业，在应对经济增速下滑和产业结构升级方面发挥了重要的作用。但是，值得注意的是，目前节能环保产业在快速发展的过程中也面临着一些亟待解决的问题，例如制度不完善、创新能力不强、结构不合理等。为此，本文首先对我国以及两个典型省份节能环保产业发展现状进行论述，在此基础上分析我国节能环保产业发展过程中存在的问题以及探讨问题的成因，并进一步从政府、企业以及个人角度提出相应的对策建议，以期能够有助于我国节能环保产业的稳健发展。

The Research on the Current Situation of

Energy Conservation and Environmental Protection Industry in China

Abstract

With the rapid development of human society and the rapid increase of energy demand, the contradiction between human and energy environment has become increasingly prominent. Conservation of energy and protection of the environment have become a problem of special importance throughout the world. Under such a trend, energy-saving and environmental protection industry emerged as the times require, and has produced huge economic benefits, becoming a new growth point of national economy.

As an important grasp of resolving the contradiction between resources and environment, energy-saving and environmental protection industry has played an important role in coping with the decline of economic growth and upgrading of industrial structure. However, it is worth noting that the energy-saving and environmental protection industry is also facing some urgent problems in the process of development, such as imperfect system, weak innovation ability, unreasonable structure and so on. For this reason, this paper first discusses the current situation of energy-saving and environmental protection industry development, on this basis, it analyses the problems existing in the development of energy-saving and environmental protection industry in China and discusses the causes of the problems, and further puts forward corresponding countermeasures and suggestions from the perspective of the government, enterprises and individuals, with a view to contributing to the steady development of energy-saving and environmental protection industry in China.

第一章 引言

1.1研究背景

科学技术的快速发展以及工业技术水平的进步，一方面使得人们的物质生活水平得到迅速的丰富与提高，另一方面也导致人与环境之间的矛盾冲突加剧。而为了缓解这一日益尖锐的矛盾，发展资源节约型、环境友好型的节能环保产业越来越受到社会各界的广泛关注。为了推进该产业的快速与持续健康发展，政府首先采取行动，相继出台了一系列的优惠与扶持政策。具体政策如表1-1所示。

在我国政府政策的大力支持以及社会各界的广泛关注之下，我国的节能环保产业获得了迅速的发展，行业产值逐年增加，在国民经济发展中的作用也愈发突出，最近几年我国节能环保的行业产值具体如图1-1所示。
