摘 要

如今经济的飞速发展改变了传统的社区结构，社区这一承载体承担了更多的职能，这种情况下社区治理就显得尤为关键。居民委员会作为社区治理的实际工作者和最基层的社会组织在社区治理中起到了至关重要的作用。但目前居委会在社区治理中存在着角色定位混乱模糊的问题，其原本的服务、自治、动员等角色较弱，管理角色却异常强势。这极大的阻碍了社区和居委会的发展，如何准确定位居民委员会的角色成为发展城市社区的极为重要的问题。

本文将新公共服务、社会行动论等作为理论基础，通过实地问卷调查与访谈采集C社区的数据资料作为样本结合国内外文献资料，从政府、居民、居委会三个角度出发分析研究如今我国居委会在社区治理中角色失调的原因：政府角色越位，法律的不完善；居委会公共服务性低下，成员素质能力不足；居民关注度不高，参与渠道少等问题，并从对这些问题的分析中提出相对应的有关政府、居民、居委会的建议对策，主要包括明确政府与居委会关系，完善法律法规；提高工作人员素养与能力，降低居委会行政性提高其公共服务性；提高居民参与意识，拓展参与渠道等，用以矫正居委会在社区治理中的定位，促进社区的平稳发展。

Abstract

Nowadays, the rapid development of economy has changed the traditional community structure, and the community, as the carrier, bears more functions. In this case, community governance is particularly critical. As a practical worker of community governance and the most basic social organization, the residents committee plays a vital role in community governance. However, at present, the role of neighborhood committees in community governance is confused and ambiguous, which greatly hinders the development of communities and neighborhood committees. How to accurately determine the role of residents' committees has become an extremely important issue in the development of urban communities.

In this paper, the new public service, social action theory as theoretical basis, through on-the-spot interview and questionnaire data collection C community as sample combined with domestic and foreign literature, from the perspective of government, residents and residents' committees three analysis now existing in residents' committees in the role of community governance in our country, the government role offside, the law is imperfect; Neighborhood committee public service is low, the quality of members is insufficient; Problems such as low attention of residents and few channels of participation, and from the analysis of these problems, the corresponding Suggestions and countermeasures for the government, residents and neighborhood committees are put forward, including clarifying the relationship between the government and neighborhood committees and improving laws and regulations; Improve the staff quality and ability, reduce the administrative quality of the neighborhood committee and improve its public service; To improve residents' awareness of participation, expand participation channels, etc., to correct the positioning of neighborhood committees in community governance, and promote the steady development of the community.
